Research On The Classification And Treatment Of Domestic Waste In Xi’an From The Perspective Of Multi-center Management

The classification of municipal solid waste is one of the important factors to determine the performance of urban environmental governance.With the increasing amount of municipal solid waste,the phenomenon of "garbage besieging the city" is becoming more and more serious.As the key to garbage reduction,garbage source classification has not made a breakthrough and substantive progress,although it has been promoted step by step in an orderly manner in recent years.Until the implementation of the relevant policies of mandatory garbage classification in major cities in China led by Shanghai in 2019,it is really true It has attracted wide attention.Generally speaking,the implementation of the mandatory classification of municipal solid waste still presents a single center governance model dominated by the government.However,with the development of economy and society and the rising of market and social subjects since the reform and opening up,the government centered administrative single center governance model is gradually out of date,unable to meet the development needs of the new era,and its inherent power structure and behavior The internal structural defects such as structure are gradually exposed,and subject diversification is becoming the future trend of garbage classification and treatment.In view of the problems existing in the classification and treatment of Xi’an municipal solid waste,the research method of combining theory with practice is adopted for analysis and research.Based on the polycentric theory proposed by Ostrom and his wife,which is very influential in the field of public management,economics and political science,this paper sorts out the data and information collected from government portals,news media reports and questionnaires,and sorts out the status quo of garbage classification and management in Xi’an from the perspectives of government,enterprises,social organizations and citizens It is found that there are four problems: lack of communication and coordination between the government and the enterprise society,insufficient participation of residents,immature development of garbage sorting enterprises,and insufficient quality and quantity of social organization activities.On this basis,it is proposed that on the basis of the overall management of the government,the forces of the market,social organizations and individual residents should be widely combined to promote cooperation through multiple subjects Theimplementation of the garbage classification policy,trying to find out the new ideas of the classification and treatment of Xi’an municipal solid waste.
