Research On The Classification And Treatment Of Domestic Waste

In recent years,with the rapid development of the economy and society and the improvement of people’s living standards,urban household waste is growing geometrically,the pressure of urban environmental management is increasing,and the problem of waste separation and management is imminent.In 2018 and 2019,General Secretary Xi Jinping has emphasized the work of garbage classification as a new fashion,a major livelihood project and a major work related to perpetual development during his visit to Shanghai and government work.Waste classification and management is an important task under the new era,new concept,new journey and new tasks of the Party Central Committee and the people together,a necessary means to create a better living environment,and an inevitable trend to meet the people’s growing demand for a better living environment.Since 2017,the State Council and the Jiangxi Provincial Government have issued the implementation plan of the domestic waste classification system,Nanchang City as one of the 46 cities in the country to implement mandatory classification of domestic waste.Qingyunpu District is one of the main urban areas in Nanchang City,and at the end of 2016,Qingyunpu District took the lead in building the first household waste classification district in Jiangxi Province.Since the implementation of domestic garbage classification,Qingyunpu District insists on the garbage classification system promoted by the government,universal participation,urban and rural integration and local adaptation,and strives to improve the full coverage of the garbage classification system.However,with the promotion of waste classification and management,various problems have come up and need to be solved.By studying and analyzing the current situation of domestic waste classification and management in Qingyunpu District,and using literature research method,case study method and comparative analysis method,this thesis studies the current situation of domestic waste classification in Qingyunpu District and explores and analyzes the problems existing in the project of domestic waste classification and management in Qingyunpu District.At the same time,based on the experience of domestic other regions in domestic garbage classification and management work,combined with the actual situation of Qingyunpu District,we put forward targeted opinions and suggestions.The problems in the process of domestic waste classification and management in Qingyunpu District mainly include: firstly,the operation mechanism is not smooth,manifested by the lack of departmental responsibilities,laws and regulations,rewards and punishments;secondly,the initiative of residents is not strong,manifested by the lack of knowledge of waste classification,awareness of waste classification,publicity and education;thirdly,the government investment is insufficient,manifested by the lack of investment in waste classification facilities The fourth is the low degree of marketization,manifested in the low level of recycling of garbage,the lack of property management,fiscal incentives;the last is the unsound regulatory system,manifested in the lack of supervisory personnel,supervision is not strict.Through the in-depth analysis of the problems in the management of domestic waste classification in Qingyunpu District,this thesis puts forward five suggestions to improve the management of local domestic waste classification: First,to build an efficient multi-departmental linkage mechanism.Change the situation of "District Urban Management Bureau does,other government departments see",fully mobilize all relevant departments to participate in the work of waste separation governance,so that each has its own duties and responsibilities.Second,to promote residents to develop the habit of waste separation.Continuously increase publicity and education to enhance residents’ awareness of the importance of garbage classification;strengthen training and guidance to enrich residents’ knowledge of garbage classification,and effectively improve the situation of hot and cold at the bottom.Third,increase government investment.Need to further carry out the transformation of old neighborhoods,urban villages,"two rectification and one upgrade",the introduction of property management,and continue to improve the hardware environment for waste classification,placement and transportation,at the same time,the government should increase investment in waste classification infrastructure to enhance the capacity of domestic waste collection and disposal.Fourth,improve the level of marketization.On the one hand,we should give full play to the decisive role of market allocation of resources,strengthen the construction of domestic waste classification and recycling system,and improve the recycling level of waste;on the other hand,we should introduce supportive policies and subsidy policies to support the waste recycling industry,improve the industrial chain of the waste recycling industry,and further enhance the professional level and participation ability of property companies and cleaning companies.Fifth,improve the regulatory system.In view of the wide range of supervision and supervision of waste separation work in a variety of ways,all rely on the government side of the future is impractical.At the same time,as one of the main body of the implementation of waste separation,the government behavior also needs other parties to regulate.Therefore,a diversified regulatory body should be established,including the government itself,industry self-regulation,community supervision and third-party supervision.
