A Study On The Problem And Optimization Path Of Purchasing Rural Domestic Waste Treatment Services In Wanzhi District

Since the Third Plenary Session of the 18 th National Congress of the Communist Party of China,government procurement of public services has become an important way for the government to provide public services,especially in the field of rural domestic waste treatment.Government procurement of governance services has become one of the path options for improving the living environment.Through market-oriented operation,the government has accelerated the transformation of government functions and improved the efficiency of governance of public services,which is of great significance to the formation of a multi-agent governance.In recent years,the government of Wanzhi District has actively explored new ways of rural domestic waste treatment,and has constantly tried to combine waste treatment with government purchase services.After a stage of joint efforts,it has gradually changed the "disheveled face" of rural areas,and more importantly,"the old look changes the new look".This paper adopts literature research method,questionnaire method and interview method,combined with rural renewal strategy,chooses Wanzhi District to buy rural domestic refuse management services as the research object,gathers relevant data about the past three years,analyzes the present situation,problems and reasons of rural domestic refuse management services bought by Wanzhi area deeply,and finally puts forward effective measures in view of the actual situation.This paper consists of seven chapters,the first and second chapters as the basic part,introduces the background and significance of the research,the current situation research and so on,and summarizes the relevant concepts and theoretical foundation.Chapter III describes the operation practice of purchasing rural domestic waste treatment services in Wanzhi District,briefly describes the policy and governance process changes of purchasing rural domestic waste treatment services in Wanzhi District,and improves the quality of rural residential environment through the practice mode of "government+enterprise" and "purchasing subject+undertaking subject".The fourth chapter summarizes the results of the purchase of rural domestic waste treatment services in Wanzhi District through questionnaires and interviews,and analyzes the problems and causes in the process of operation and practice.Chapter V introduces the domestic and foreign experiences of government purchase of rural domestic waste management services,drawing on the practical experiences of Hongtong County,Heyang County,Liuyang County,Stockholm,Sweden and Madrid,Spain.The sixth chapter optimizes the path of purchasing rural domestic waste treatment services in Wanzhi District,and proposes feasible solutions to existing problems from five aspects of optimizing government guidance,market resource allocation,publicity and guidance,multi-party governance,and supervision and assessment,so as to further improve the effectiveness of waste treatment.Finally,Through the research and analysis of the purchase of rural domestic waste treatment services in Wanzhi District,it can provide some reference for the exploration and practice of the purchase of waste treatment services in other areas.
