The futurist Toffler predicted in the "Third Wave" : "After the agricultural revolution,industrial revolution,and computer revolution,another wave that will affect the survival and development of mankind will be a waste revolution at the turn of the century." In 2000,Beijing,Shanghai and other eight cities became the first batch of pilot cities for waste sorting and treatment in the country.After many years,most results in pilot cities were unsatisfactory.In 2017,46 cities including Beijing,Tianjin,Shanghai,and Chongqing were selected as pilot cities for compulsory waste sorting,and Lanzhou was also among them.Active exploration of waste sorting has been carried out and good results have been achieve but shortcomings exist.In this article,the author takes the sorting and treatment of domestic waste in Lanzhou as a research case,By using questionnaire survey and interview,the author analyzes from the perspective of "multi-centered governance theory",andThrough the investigation and research on the ways,measures and responsibilities of government departments,enterprises,non-governmental organization and individual residents participating in the treatment of domestic waste,The author analyzes the causes of existing problems,such as insufficient attention from government departments,concerns of enterprise participation,weak implementation of non-governmental organizations,misunderstandings among residents and the lack of effective introduction of multiple subjects.the author selects three countries which carry out good work of domestic waste sorting and treatment: Japan,Singapore and Germany,summarizing their treatment models and advanced experience,selects three cities:Wuhan,Xiamen,and Suzhou,based on its empirical methods of emphasizing end management,multi-agent participation,and detailed classification system,to provides experienced lessons for the sorting and treatment of domestic waste in Lanzhou.emphasizing multi-agent participation,improving policies and regulations,and encouraging non-governmental organizations to participate.the government,enterprises,non-governmental organizations and individual residents.From the perspective of each participating subject,the article proposes countermeasures and suggestions for improving the municipal waste sorting and treatment in Lanzhou.The study of this article provides reference experience for the sorting and treatment ofdomestic waste in other provincial capitals of the country,especially in some districts and counties of Lanzhou.In addition,this article is an applicable attempt of the multi-centered governance theory,which enriches the research of multi-centered governance theory on the sorting of domestic waste.
