The Spatial Disparity And Affect Factors Analysis Of Chinese Environmental Governance Investment Efficiency

Since reform and opening-up policy,China’s economy has made a leap forward,and the living standards of urban and rural residents have gradually improved.China has also become the second largest economy in the world,with its overall national strength increasing day by day and its international status rising step by step.At the same time,into a dominant mode of economic development in industry in China is also on our country’s ecological environment has brought heavy pressure,due to the industrialization in China started relatively late,environmental protection consciousness is not strong,the technical level,extensive mode of economic development makes the low level of China’s industrial production input,high output and damage to the environment is larger,parts of water,atmosphere and soil quality has caused serious pollution,greatly influenced the quality of life of residents.As China’s government,society and urban and rural residents gradually pay more attention to environmental protection,resource conservation and environmental protection have become the key direction of China’s economic and social development.Investment in environmental governance has been gradually strengthened,providing strong material support for pollution control.First of all,in this paper,the environmental pollution in our country and analyzes the basic situation of governance investment,constructed to reflect the level of regional environmental governance investment efficiency evaluation system,using the super efficiency of SBM model to measure the 31 provinces in China from 2013 to 2017 the environmental governance investment efficiency,found in the low level of environmental governance investment overall efficiency,most of the provinces and cities in invalid state,the efficiency value of more than half of the provinces,cities and efficiency value is far lower than the average efficiency,and the provinces and cities between larger regional differences,the overall trend of polarization,while the various provinces and cities to the environmental governance investment more and more big,However,from the perspective of the change trend of efficiency level and return to scale,there may be the phenomenon of blind expansion resulting in redundant input.The speed of scale expansion is too fast but the capacity of resource allocation is weak,resulting in the reduction of efficiency.Secondly,the Dagum Gini coefficient was adopted to make a comparative spatial analysis of the efficiency values of eastern,central and western China,and it was found that the overall spatial gap of environmental governance investment efficiency in China was in a downward trend before 2015,but then showed an expanding trend.In the western region of the narrowing regional gap,gap between central area gradually expanded,show that around a differentiation between the trend of city,the east-the greatest difference between the western region,the-the smallest gap between the western region,and the east-west after 2015,the gap between the gap between regions are becoming ever more obvious,through spatial disparity contribution is visible,the main source of spatial gap is mainly for the gap between regions.Then,using Tobit regression model to empirical analysis the key factors affecting the investment efficiency,environmental governance in China found that economic development level,technology support,human capital,population density,degree of opening to the outside world is the significant factors influencing the environmental governance investment efficiency,and the economic development level,technology support,population density,degree of opening to the outside world has a significant positive effect on investment efficiency.Finally,based on the empirical research results,relevant policy Suggestions are proposed to improve the efficiency of China’s environmental governance investment by building a multi-center governance system,expanding the scale of environmental governance investment,establishing a sound environmental governance system,improving the level of environmental pollution governance technology,and adjusting and optimizing the industrial structure.
