world.Environmental pollution is one of the important causes of environmental problems.The problem of environmental pollution is also an important factor restricting the economic development of countries around the world.The rapid economic development inevitably has a certain negative impact on the environmental situation,but human survival must inevitably depend on a good natural environment.In the process of China’s comprehensive realization of modernization,beautiful China must be an indispensable and important aspect of modernization.Based on this,the efficiency of environmental governance investment is an important criterion for measuring the coordinated development of regional economy and environment,and it is of great significance to conduct research and in-depth discussion on it.Based on the theory-based research on environmental governance efficiency evaluation methods,this paper focuses on examining the current status of environmental governance efficiency evaluation and the problems existing in current evaluation methods.This article discusses how to establish a scientific and complete environmental governance efficiency evaluation.The establishment of this system is helpful for a comprehensive assessment of the environmental governance efficiency of Liaoning Province.Through the establishment of an environmental quality assessment system,it is possible to analyze and compare environmental protection across the country,and it has important economic significance for the establishment of a comprehensive environmental governance system,providing practical basis and decision-making reference.Based on this,the main research work and results are summarized as follows:a comprehensive literature analysis of relevant concepts of environmental pollution treatment efficiency,efficiency measurement methods,and factors affecting environmental pollution treatment efficiency.This paper analyzes the development process of environmental pollution control efficiency measurement at home and abroad,and systematically analyzes the development of domestic and international environmental treatment efficiency evaluation methods.In the existing research,a sound measurement system has been explored in the calculation of environmental pollution control efficiency,but it cannot be adapted to local conditions in specific applications.In the discussion of the influencing factors,the specific environmental characteristics of the region should be combined,and the difference between each region Calculate the efficiency of environmental pollution control.In order to reflect the real efficiency of environmental pollution control in Liaoning Province,the research in this paper uses the rationality,authenticity and availability of data as the guidelines,and uses environmental pollution control data from 2009 to 2017 in Liaoning Province to construct environmental pollution control input-output indicators system.Using the SBM model,DEAP software is used to measure the selected indicators.The results show that the water pollution control efficiency,air pollution control efficiency,and soil pollution control efficiency of Liaoning Province have not reached the effective allocation.And from the change of environmental governance efficiency value in Liaoning Province,it can be seen that the current environmental pollution governance efficiency in Liaoning Province has not increased with time,and fluctuated during the measurement period.The overall comprehensive efficiency of water pollution governance and soil The comprehensive efficiency value of pollution control is lower,and the effect of air pollution control is better.From the perspective of scale efficiency and pure technical efficiency,the overall scale efficiency of environmental pollution control is better than pure technical efficiency,which proves that the technical capabilities of Liaoning Province in environmental pollution control need to be improved.The study of the factors influencing the efficiency of environmental pollution treatment in Liaoning Province can provide a more intuitive understanding of what factors affect the efficiency of environmental pollution treatment in Liaoning Province and the degree of influence of the affected factors.The study concluded that the level of economic development,energy consumption factors,and industrial structure upgrade have a significant negative impact on the overall efficiency of water pollution control,while fiscal policy and population density have a significant positive impact on the efficiency of water pollution control.Energy consumption factors and population density have a significant negative impact on the overall efficiency of air pollution control.Industrial upgrading and technological innovation factors have a significant positive impact on the comprehensive efficiency of air pollution control.Finally,in terms of comprehensive efficiency of soil pollution control,economic development level,energy consumption factors,industrial structure upgrades,and technological innovation factors all play a significant positive impact,while fiscal policy and population density have a significant negative impact.The main innovation of this article is to conduct a separate analysis of the investment efficiency of environmental governance,considering the impact of pollutants produced by residents’ lives on the overall environment.Taking into account the impact of industrial structure upgrade in the factors affecting the efficiency of environmental governance investment,a comprehensive analysis of the factors affecting the efficiency of environmental governance in Liaoning Province is carried out in conjunction with the characteristics of Liaoning Province. |
