Efficiency Evaluation Of China’s Environmental Governanc Investment And Its Influencing Factors

Since the reform and opening up,China’s macro-economy has continued to grow at a high speed,but environmental pollution problems have become increasingly prominent.Pursuing the harmonious development of the environment and society under the premise of maintaining sustained,rapid and healthy economic growth has become a hot spot of concern to the whole society.Environmental pollution is external and needs to play the role of the government’s "visible hand." However,the investment in high-intensity environmental management does not seem to have a good environmental governance effect.In reality,the environmental quality of the deteriorating regional areas such as haze and water pollution also requires the government to re-examine the previous environmental governance investment decisions from the perspective of performance improvement.scientific.Therefore,in order to achieve the optimal environmental governance effect under the investment of limited environmental governance,it is necessary to thoroughly study the environmental investment efficiency and its key influencing factors in China and various provinces and cities.Based on the research of environmental governance theory,environmental governance investment efficiency and its influencing factors,combined with the analysis of China’s environmental pollution and governance investment status,this paper determines the use of DEA data envelopment analysis in environmental governance investment efficiency evaluation.The 30 provinces and cities in China are sampled,and the DEA-Tobit two-step method is used to study the investment efficiency and influencing factors of environmental governance in China.The corresponding evaluation index system is constructed in three dimensions of total environmental pollution,water pollution and air pollution,which are both comprehensive and targeted.Referring to many scholars using the DEA model to evaluate the efficiency of environmental governance,in the total investment of environmental pollution control,the input indicators select industrial pollution source governance investment,urban environmental infrastructure construction investment,construction project environmental protection investment total three categories,in personnel Invest in our selection of environmental practitioners.The investment in water pollution control includes the operating costs of wastewater treatment facilities and the number of wastewater treatment facilities;the investment in waste gas pollution control includes the operating costs of waste gas treatment facilities and the number of waste gas treatment facilities.The output indicators mainly include four aspects: solid waste treatment capacity,industrial wastewater treatment capacity,wastewater treatment capacity,and waste gas treatment capacity.Then,the Tobit random effect model is combined with the efficiency value measured by the DEA model to empirically study the factors affecting the efficiency of China’s environmental governance investment,in order to find out the key factors affecting the efficiency of China’s environmental governance investment,and improve the efficiency of environmental governance investment.According to the results of empirical research,the following conclusions can be drawn:(1)The average annual technical efficiency of investment in environmental governance,water pollution control investment and air pollution control investment in all provinces and cities in China during 2011-2015 is less than 1,indicating that China’s overall The efficiency of environmental governance investment is relatively ineffective.(2)The scale return of environmental governance investment efficiency in most provinces in China is in the stage of increasing scale,and it is necessary to increase the intensity of environmental governance investment,but it is necessary to pay attention to the improvement of governance technology and management methods.(3)The impact of economic development level,industrial structure,current government regulation,openness,technology level,population density and environmental awareness on China’s environmental governance total investment efficiency,water pollution control investment efficiency and air pollution control investment efficiency not the same.
