Research On The Influencing Factors Of Chongqing Rural Environmental Collaborative Governance

In recent years,with the deepening of reform in various fields,rural environmental governance has entered a critical period of transformation and development.Although the rural economy and environmental governance has been obviously improved,but at the same time it still has the ecological environmental protection consciousness weak,the economic industrial structure unreasonable,backward rural environmental protection facilities such as restrictive factors and has plunged the environmental governance and economic construction of rural unbalanced situation,is not conducive to the sustainable healthy development of rural economy and environmental protection.The country attaches more and more importance to the rural environmental governance,and ecological and environmental construction has been mentioned as an important strategic position of the country.Congress proposed to the construction of ecological civilization,the eighteenth big ecological civilization construction will be included in the "five one" the development of the overall layout,19 big report more explicitly put forward the strategy of rejuvenating "country",the country as a national important subject in the construction of the ecological environment governance,has become a national ecological environment management system and the key factor of modern governance ability.In the new period,Chongqing is endowed with the western development the important strategic fulcrum,"One Belt And One Road" and "two points" important strategic orientation along the Yangtze river economic belt junction point,the inland open highland ","picturesque scenery beautiful place" and "the development of high quality","create high quality life" "" "projects "strategic goals and objectives.Chongqing has prominent regional advantages and plays an important role in promoting regional coordinated development and opening up to the outside world.Therefore,under the background of national grand strategy,it is of great value to studyhow to build an effective environmental collaborative governance system and balance the development of rural environment and economy.In this paper,from the perspective of public management,based on the literature analysis,questionnaire investigation and data analysis,such as the use of research methods,reasonably define the key concepts of collaborative governance,rural environment governance,and draw lessons from the collaborative governance theory,resource dependence theory and stakeholder theory represented by the focus of the theory,further refine combing the current situation of rural environment in Chongqing collaborative governance effect,on the basis of summarizing the main consensus together will not obvious,cooperative security system design is not sound,the problem such as collaborative relationship building foundation weak,and deep analysis of reasons,Then,based on the mature scale of domestic and foreign studies,the factors that may affect the effect of rural environmental collaborative governance in Chongqing were selected,and the model was constructed and the hypothesis was put forward.Then,SPSS and AMOS data statistical software were used to test the model hypothesis,and on this basis,effective countermeasures and Suggestions were further proposed.The specific research content of this paper consists of seven parts: the first part is the introduction.This paper mainly analyzes the research background and significance,sorts out and evaluates the relevant research at home and abroad,and clarifies the research ideas and methods.The second part is the core concept and theoretical basis.The research object is clarified,the core concepts of collaborative governance and rural environmental governance are defined,and the theory of collaborative governance,stakeholder theory and resource dependence theory involved in this research are discussed in detail,which lays a theoretical foundation for the research of this paper.The third part is the effect analysis of Chongqing rural environment collaborative governance.This part mainly explains the status of rural environmental collaborative governance in Chongqing through literature and government policy documents,and further finds out the effectiveness of rural environmental collaborative governance in Chongqing by combing and summarizing the governance subject,content and effect.The fourth part is the analysis of the problems and causes of the rural environmental collaborative governance in Chongqing.This part further explores the problems and causes of rural environmental collaborative governance in Chongqing through the analysis of literature and the collation of field interview data.The fifth part is the empirical analysis of the influencing factors of Chongqing rural environmentalcollaborative governance.In this part,through the design and investigation of the questionnaire scale,the influencing factors are determined and the theoretical model is constructed,and the hypothesis is put forward.SPSS and AMOS data statistical software were used to test the reliability and validity of the questionnaire scale,and further confirmatory factor analysis and structural equation model test were carried out.The results showed that the cooperative subject,cooperative relationship and cooperative mechanism had a significant impact on the cooperative governance effect of rural environment in Chongqing.The sixth part is the countermeasures and Suggestions of Chongqing rural environment cooperative management.Based on the current situation and the results of empirical research,this part proposes some countermeasures and Suggestions,including changing the concept of collaborative governance,improving the operation of collaborative governance mechanism,promoting the sound development of collaborative relations,and maintaining the external environment of collaborative governance.The seventh part is the research conclusion and prospect.In this part,the research results obtained from the content of the paper are sorted out and summarized,and the shortcomings of the research process and the focus of the next step of the research are put forward.The combination of rural environmental problems and collaborative governance is an innovative and researchable perspective,which not only involves a variety of disciplines such as management,sociology and environmental science,but also needs the theoretical achievements of economics,statistics and other disciplines.Therefore,it is a new research field with cross-links of multiple disciplines.Through sorting out the research results at home and abroad,this paper finds that the academic community pays more attention to the research and analysis of specific pollution cases in rural areas,and lacks the results of empirical research from the perspective of collaborative governance.So in this paper to explore the influence factors of rural environment in Chongqing collaborative governance,the combination of qualitative and quantitative research methods,selected the collaborative subject,collaborative relationship and collaborative mechanism of three kinds of factors were analyzed,and through the data statistics software to verify the effectiveness of the proposed models and assumptions,and put forward the optimization on the basis of the rural environment in Chongqing collaborative governance effect of countermeasures and Suggestions.Although this paper broadens the research scope to some extent,the research depth still needs to be improved,and the proposed model assumptions and countermeasures still need to befurther tested.
