| In recent years,global climate change and environmental pollution issues have become increasingly severe,and environmental governance has become a widespread focus of attention in the international community.Environmental governance performance measurement is a key means to evaluate governance effectiveness and improve governance efficiency.However,in the study of environmental governance performance measurement,the selection of measurement indicators,weighting methods,and evaluation models all have significant randomness and uncertainty.Therefore,based on the commonly used PSR models in the environmental field both domestically and internationally,the article establishes a scientific and comprehensive system of environmental governance performance measurement indicators,and proposes a combination weighting method based on kernel weighting,which improves the certainty and accuracy of environmental governance performance measurement results.In addition,considering the complex influencing factors of environmental governance performance,the article uses a partial linear model to analyze the relationship between environmental governance performance and its complex influencing factors.The establishment steps of the core weighted combination weighting method proposed in this paper are as follows: first,use different single item weighting methods to calculate the individual weights of the evaluation indicators,and calculate the arithmetic mean of the individual weights of each indicator,which is regarded as the first approximation of its real weights;Then,the sum of squared errors between each individual weight of the statistical indicator and its approximate true weight is calculated.The smaller the sum of squared errors,the more important the individual weight is in the combination weight.Therefore,a kernel function can be used to assign a larger weight coefficient to it;Finally,the weight coefficient is used to weight and combine multiple individual weights to obtain the kernel weighted combination weights of each indicator.The article is in the study of environmental governance performance measurement.A scientific and comprehensive system of environmental governance performance measurement indicators was established based on the PSR model,and reasonable indicator weight values were obtained using the proposed kernel weighted combination weighting method.Based on this,the dynamic changes and spatial distribution index of China’s environmental governance performance were calculated,and the dynamic changes and spatial differences of China’s environmental governance performance were analyzed.The research results indicate that the kernel weighted combination weighting method can significantly reduce the uncertainty of indicator weighting;The overall environmental governance performance in China has been significantly improved,but there are significant spatial differences in environmental governance performance between provinces and cities;There are hysteresis,scale effects,and contiguous effects in environmental governance.The article focuses on the study of factors affecting environmental governance performance.Using methods such as LASSO regression and partial linear models,this study investigates the impact of six factors on environmental governance performance,including economic growth,foreign direct investment,industrial structure,technological progress,population,and environmental regulations.The research results indicate that economic growth and population education level have a significant positive impact on China’s environmental governance performance;Foreign direct investment has a significant negative impact on China’s environmental governance performance;In addition,the proportion of environmental governance investment to GDP has a dual impact on China’s environmental governance performance,and the direction and intensity of the impact depend on the magnitude of environmental governance investment. |
