Coastal areas have used their own advantages to become an important pillar of China's economic development.It has been 42 years since China set the course of reform and opening-up in 1978.The coastal area only accounts for 14% of China's land area.However,the gross national product of the coastal areas accounts for 60% of the gross national product of China.In recent years,the coastal areas have adopted a combination of legal,administrative and financial means for the promotion of environmental governance in 11 provinces and cities,as well as increasing environmental investment and construction in coastal areas and accelerating the upgrading and transformation of industrial structure.However,the future sustainable development strategy of coastal areas is still seriously affected by serious ecological and environmental pollution.Environmental regulation means that in order to protect the ecological environment and achieve a win-win situation between economic development and environmental protection,the government adopts social regulation of compulsory activities such as judicial and law enforcement through the promulgation of relevant laws and regulations on environmental protection.Due to the public nature of environmental resources and the negative externality of environmental pollution,the government needs to use a series of theories and policies related to environmental regulation in order to achieve coordinated development of the environment and the economy.The research of this paper focuses on the development trend of environmental regulation efficiency of 11 coastal provinces and cities in China from 2004 to 2017.First,build an evaluation index system of environmental regulation efficiency in 11 coastal provinces and cities,follow the cost-income analysis principle,and then use the super-efficient SBM method to explore the development trend of environmental regulation efficiency in China's coastal provinces and cities,and summarize and summarize conclusions.On the whole,the efficiency of environmental regulation in coastal areas shows a trend of slow decline in fluctuations,and the gap between cities is large.Regions with higher environmental regulatory efficiency are concentrated in the three provinces and cities of Shanghai,Guangdong and Hainan;regions with medium environmental regulatory efficiency are in the four provinces and cities of Tianjin,Hebei,Shandong,Guangxi;regions with lower environmental regulatory efficiency are concentrated in Liaoning,Jiangsu,Zhejiang,Fujian.About 11 Chinese provinces environmental regulation efficiency influence factor analysis,this study selected the level of economic development,technology investment,level of industrialization,the urbanization level,energy consumption structure,the level of opening to the outside world,the government regulation these seven factors as the influence factors of environmental regulation efficiency,through the Tobit regression analysis found that after:Theindustrialization level,economic development level and energy consumption structure which have significant positive correlation with environmental regulation efficiency;There is a significant negative correlation between technology investment,urbanization level and environmental regulation efficiency.Government regulation is not significantly correlated with the efficiency of environmental regulation.Finally,on the basis of the above contents,some Suggestions are put forward for reference on the environmental management of coastal areas.
