The state attaches great importance to the construction of ecological civilization and strongly supports the sustainable treatment of regional environmental pollution.Therefore,under the background that the resources of regional environmental governance are still scarce,coordinating the relationship between economic growth and environmental protection and improving the input-output rate of regional environmental governance play an important role in promoting the improvement of environmental governance methods and governance efficiency.In order to investigate the state of regional environmental governance efficiency from 2008 to 2019,DEA-BCC model is used to measure the DEA of these 30 provinces for 12 years,and then Social network analysis is used to process the value of regional environmental governance efficiency to get the correlation network of regional environmental governance efficiency.After using QAP for empirical analysis,we find the influencing factors of regional environmental governance efficiency network.Through the static and dynamic measurement of the regional environmental governance efficiency from 2008 to 2019,the comprehensive efficiency is transformed into pure technical efficiency and scale efficiency,and then the DEA is judged to be effective according to the comprehensive efficiency.The static results show that in 2019,the pure technical efficiency and scale efficiency of regional environmental governance efficiency are 0.837 and 0.883 respectively,which are not effective,and most provinces are in diminishing returns to scale.The dynamic results show that the overall efficiency of regional environmental governance in China is on the rise,but the value is still low.The average efficiency of environmental governance in each province is consistent with the change trend of the number of DEA effective provinces in each year,which reflects that there may be correlation between provinces.According to the level of regional environmental governance efficiency,it can be divided into high,medium,weak and low There are four types of low efficiency models.Social network analysis method is used to get the spatial relationship network of regional environmental governance efficiency,and ucinet6 is used to draw the topological structure of the relationship.On the whole,the role of network connection is in the middle level,the spatial connection of environmental governance among provinces is relatively close,the spatial connection is relatively extensive,the number of unreachable points in the network is 0,and the network structure tends to be stable.In the spatial association network,the benefit nodes and overflow nodes of environmental governance of provinces change little,and the network level changes from "convergence" to "polarization".Provinces can form agglomeration groups in probability,but the interaction ability is weakening.From 2008 to 2011,most of the nodes in the network are negatively correlated,and the regions with weak influence learn from and imitate the regions with strong influence;In 2012-2019,most of the nodes in the spatial association network are positively correlated,and the regions with strong influence tend to form spatial association with the regions with strong influence.Further explore the relationship between the spatial correlation network of regional environmental governance efficiency and the four influencing factors.The results of QAP regression analysis show that the provinces in the same economic belt are more likely to form spatial correlation;The more environmental employees there are,the more difficult it is for provinces to form spatial relationship;The greater the difference of environmental governance technology investment level,the less likely it is to form spatial correlation;The greater the difference of forest resource endowment,the more difficult it is for provinces to form spatial correlation.Based on the above research,four suggestions are put forward:Improve the efficiency of regional environmental governance and find the optimal combination of input and output;The appropriate mechanism should be used to control the degree of convergence and polarization;Make use of the relative advantages of environmental governance to make up for the congenital shortage of resources;We should strengthen environmental policies and improve them.
