As a major agricultural province of Heilongjiang, it own vast land area, but lack of funds, technology, personnel and other conditions, the problems of agricultural non-point source pollution are very serious.In the research of agricultural non-point source pollution control in Heilongjiang province, through defining the concept of agricultural non-point source pollution, combining with the research status at home and abroad, it puts forward the external theory, public goods theory, policy analysis theory and agricultural sustainable development theory. Through elaborating and analysis of agricultural non-point source pollution situation and current policy, arrival at the conclusion that the existence of industrial policy is not reasonable, financial support capability is weak, scientific and technological innovation system is not perfect and environmental pollution policy is weak. Actively learn from United States, Germany, Japan and other developed countries that related to non-point source pollution control policy. At the same time Pinghu city of Zhejiang Province, Zhenjiang city of Jiangsu Province, Jinzhou city of Liaoning Province that concerning agricultural non-point source pollution control experience, we should improve the pollution control policy act, strengthen the financial control of pollution and increase the intensity of pollution control technology. From the four aspects of industrial policy including industrial policy, fiscal policy, technology policy and environmental policy, it puts forward reasonable suggestions about the agricultural non-point source pollution in Heilongjiang province. Industrial policy including impetus industrial structure upgrading, accelerate the development of recycling agriculture construction, strengthen infrastructure construction and ecological restoration; Fiscal policy including increase financial investment, increase financial subsidies and establish a reasonable agricultural tax system; Science and technology policy including improve related personnel overall quality, strengthen agricultural science and technology support and strengthen exchanges and cooperation in science and technology; Environmental protection policies including innovation the National People’s environmental education mechanism, improve the agricultural environmental policy termination assessment mechanism and clear public environmental information.
