Research On Optimization Of HSE Management System Of L Pipeline Company

In order to ensure safe production and reduce accidents,the international oil and gas industry took the lead in building and applying the HSE management system(health,safety and environment).Due to its modern concept and remarkable effect,HSE management system has been widely concerned and applied in the world famous oil companies.This management system has exerted an important influence on the petroleum and petrochemical industry.In order to be in line with international practice,China's petroleum and petrochemical industry has also begun to promote and use the HSE management system.CNPC introduced the HSE management system in 1997,and L pipeline company,as a subsidiary of CNPC,has been implementing the HSE management system since 2002.Although the system has achieved some results so far,the author found in the field investigation that the company still has problems in the aspects of production safety responsibility,risk prevention and control and hidden danger management,system and regulations,staff HSE training,safety and environmental protection supervision and so on.This paper takes L pipeline company as the research object,finds out the problems existing in the HSE management system of L pipeline company through statistical analysis method and expert interview method,and designs an optimization scheme of HSE management system based on the problems.The optimization plan clearly gives priority to the optimization principle of HSE and full participation,and puts forward the optimization countermeasures in five aspects:responsibility for production safety,risk prevention and control and hidden danger control,system and regulations,staff HSE training,and safety and environmental protection supervision.At the same time,in order to ensure the smooth implementation of the optimization plan,we have formulated the guarantee measures in the aspects of employees,company organizations and process equipment.
