Research On The Comprehensive Risk Management System Of HN Coal Company

With the global integration and the rapid development of domestic and foreign economy,the risks that the enterprise group faced is becoming increasingly diversification and complication,In order to guide the sustainable,healthy and stable development of enterprises,Chinese government has also introduced a series of internal control systems and regulations,strengthening risk management is also more and more valued by enterprise managers.HN coal company is a wholly owned subsidiary in Guizhou by a provincial state-owned energy group,since established in 2004,along with the coal industry "golden decade",the benefit of HN Coal company has presented a stepwise growth,However,business performance is declining by the affect of the 2012 international financial crisis.As a result of risk management which is not in place,the management problems are gradually emerged,and have seriously affected the healthy and sustainable development of enterprises.HN coal co.,ltd.is taken as the research object in this paper,through interviews,investigation,case analysis,data comparison and other methods,Aiming at the current situation of enterprise risk management,this paper analyzes the existing problems and causes,and puts forward the construction ideas of HN coal company's comprehensive risk management system which includes three aspects: the formulation of the strategic goal of total risk management,the process system of total risk management and the guarantee system,and puts forward the guarantee measures to ensure the effective implementation of the total risk management system.Through the implementation of the research scheme in this paper,risks faced by enterprises in the process of operation can be effectively prevented or solved,which is conducive to further improving the management level and realizing the preservation and appreciation of state-owned assets.Based on the research,the following conclusions can be drawn :(1)HN coal company has unclear objectives in risk management,which leads to the lack of overall consideration of risk management.According to the five elements of COSO comprehensive risk management framework,it proposes to set up an enterprise risk management action plan in three steps;(2)The original risk management process is not closed,which just emphasizes management in the event and after the event,however,The application of pre-control and control effect is neglected,according to the guidance on comprehensive risk management of centralenterprises,which helps to optimize the enterprise risk management process and realize the closed-loop risk management;(3)According to the 20 basic principles of COSO risk management framework,From the three aspects which include organizational system,reporting system and assessment system,the paper puts forward the HN comprehensive risk management guarantee system construction ideas which help to ensure the effective operation of the process system.Finally,the insufficiency of the research is expounded and the future research is prospected.
