| “The Belt and Road” initiative requires Chinese petrochemical companies to go out and explore international markets and participate in international competition.However,due to the ever-changing overseas politics and harsh social and market environment,transnational petrochemical companies are facing severe risks and challenges.CP Company is a professional pipeline operation company under Petro China.It is mainly responsible for the operation and maintenance of oil and gas business in Country T.In the operation and maintenance of the crude oil pipeline of country T,CP Company has frequent station safety accidents,and the station safety management system needs to be optimized.The thesis first regards the HSE management system as the guide to sort out and study the relevant theories of crude oil pipeline station safety management optimization;Secondly,in-depth analysis of the safety accident cases that occurred in the crude oil pipeline station of the country T in the past eight years,and summarized the problems in the planning,implementation,inspection and treatment stages of the safety management of the crude oil pipeline station of the country T.These shortcomings directly affect the operational safety of the country T crude oil pipeline station,and the station safety management needs to be optimized urgently;Thirdly,in response to the problems,a matrix safety analysis method and a questionnaire survey method were used to construct a station safety management system with PDCA as the optimization process.the four stages of PDCA are used as the optimized second-level indicators.the second-level indicators include the third-level indicators that need to be optimized.According to the degree of importance,the specific optimization indicators in the system are ranked in order from high to low: timely rectification,continuous improvement,internal audit,operation risk identification and response plan,safety management system evaluation,security risk identification and response plan,equipment management,disease Risk identification and response plan,employment management,employee psychological risk identification and response plan,operation management;Finally,in terms of human resources,rules and regulations,safety awareness and safety culture,risk management and control,etc.,safeguard measures for optimizing station safety management were proposed.It is hoped that this research can provide ideas and paths for the safety management optimization of crude oil pipeline stations in country T,and provide some experience and reference for the safety management of stations in the same industry. |
