Research On Safety Supervision Of Fuzhou Coastal Sand Transport Ships

In recent years,with the rapid development of marine economy in Fujian province,a large number of marine engineering have being built.Infrastructure such as highways(including Bridges),ports,urban expansion and estate industry need a lot of sand and gravel materials.,the number of Sand transport ships develop rapidly and gradually grow up.At the same time,in Fuzhou the demand of sand is more than sand plan.Stolen sand is serious.,witch in the Min Jiang Kou waters,Changle Songxia harbor district,Pingtan island and Fuqing Jiangyin harbor district and Xinghua waterway waters.Moreover,due to sand market develop too fast,high profit and low entry,a large number of low standard and low quality transport sand ships are entering into the sand transportation market.Generally,conditions of ship are poor,the crew quality is low,many ships are in danger.Stolen sand behavior has threatened fuzhou coastal ships navigation safety,bring new danger area of water traffic.In this paper,in combination with the situation of transport sand ships in Fuzhou coastal,according to transport sand ships safety supervising actuality and transport sand ships accident statistic analysis,find the transport sand ships problems.With full application of the theory of public decision-making theory,government intervention and maritime traffic safety management theory,analysis the existing problems to find out the personnel factors,ships,navigation environment factors and management factors in four aspects.Finally proposed countermeasures of regulations are crew training,improve the quality of the crew,optimization of hull structure,strengthening the management of survey,optimization of navigation order,purify the navigation environment and clear regulatory responsibilities,implementation of the comprehensive treatment and so on four aspects.It is necessary for the local government and maritime administration to strengthen transport sand ships regulation.It provides a reliable reference basis.
