| With the two major development plans of the Blue Economic Zone of Shandong Peninsula and the high-efficiency Ecological Zone of the Yellow River Delta rising for the national strategy,Binzhou firmly grasped the historical strategic opportunity and put forward the development strategy of "developing the city by harbour" with rapid economic development.Large-scale wading projects along the coast of Binzhou and the civil engineering projects in the surrounding coastal cities and counties(districts)have entered their critical construction stage.During the peak period,there are many civil projects such as roads,railways and wharfs around the area,which objectively generates a large demand for sand and stone materials.With the deepening of environmental protection in the "Battle of the Blue Sky" campaign,a large number of mines in Zibo,Dezhou and other surrounding urban areas which do not meet the requirements of environmental protection have been closed down and rectified,and the transportation of sand and gravel on land has almost disappeared.Maritime transportation has become the main way of transportation of sand and gravel.In recent years,Binzhou,Dongying,Zibo,Dezhou and other urban areas have been supplied with sand and stone materials transported along the coast of Binzhou.During the period,some construction units and sand farm operators,in order to reduce costs and disregard safety,attracted a large number of inland river ships to illegally participate in maritime transportation Such ships are in poor condition and lack of wind resistance.They are not suitable for maritime navigation operations and are prone to water traffic accidents.They seriously affect the safe production of water traffic in the area and bring about great safety hazards.This paper analyzes the current situation of navigation,ship flow and accidents in Binzhou port.Through practical management experience and expert evaluation,the main factors affecting sand and gravel transportation ships are obtained.The degree of influence of relevant factors on the safety of sand and gravel transport ships is identified by catastrophe theory,and the targeted safety supervision Countermeasures for sand and gravel transportation ships in Binzhou port are proposed.The proposal of safety supervision measures has reduced the level of potential water traffic safety hazards,effectively reduced or contained the probability of water traffic accidents in the jurisdiction area,which is of great significance to the steady,healthy,safe and green development of Binzhou marine economy.The conclusion of the study can provide a reference for the long-term mechanism of safety supervision of sand and stone transport vessels in Binzhou Harbor,and is of great significance for the establishment of government-led,department-involved,source-controlled,multi-pronged safety supervision and the protection of maritime traffic safety. |
