| In recent years,the safety management problems of inland river ships in Shanghai occur frequently.The overall technical level of inland river ships is still low,the ship manufacturing process is lack of effective supervision,and the transport capacity structure is unreasonable,which affects the efficiency of ships and channels.Under the background of the sluggish shipping environment,shipping enterprises and individuals have reduced the investment in ship safety,employed unlicensed pilots,engaged in marine transportation of inland river ships and participated in the smuggling of refined oil and other illegal acts and improper means to illegally seek economic interests.The operation of ships is poor,and low standard ships are crossing,and safety accidents occur frequently.Shipping companies lack of safety management measures.As investors,river owners lack professional knowledge of ship safety management.The safety management of "hanging up without caring" is a mere formality,and the potential safety hazard is very prominent.The law enforcement of water traffic safety presents the situation of multiple governance,and each law enforcement department has its own law enforcement force and has certain responsibilities.At the same time,affected by local protectionism,it is difficult to coordinate the safety management of inland river ships.The inland river shipping infrastructure is relatively weak,the equipment technology level is still low,the contradiction between the limited navigation resources and the demand of shipping economic development is more prominent,and the anchorage resources are insufficient,which can not meet the turnover of inland river ship transport capacity.Under bad weather,there are many potential risks in the jurisdiction,which endanger the safety of ships.All these seriously affect the order and stability of the shipping market.How to better serve the social and local economic development on the basis of ensuring water safety poses a great challenge to the supervision and service of the maritime department.By using the methods of literature research,quantitative research and case study,this paper deeply studies a series of problems existing in the safety management ofinland river ships in Baoshan section of the Yangtze River,including ships,seafarers,shipping enterprises,governance bodies,facilities and environment,etc.,and the application of large data,artificial intelligence algorithm and other regulatory technologies in the safety management of inland river ships from the perspective of technology empowerment,and the "one network" "Internet plus government services" has explored the services provided by inland river shipping objects.Taking informatization as the driving force and combining with the actual situation of maritime business,the paper focuses on the innovation of safety management of inland vessels,including technological innovation,main body and mode innovation,and institutional innovation.Finally,the paper puts forward countermeasures and suggestions for the safety management of inland ships in Baoshan section of the Yangtze River in Shanghai,that is,under the guidance of technology empowerment perspective,by continuously compacting the responsibilities of social subjects such as maritime departments,shipping enterprises,ship owners and wharf units,strengthening data sharing and redistribution of management resources,improving administrative management ability and efficiency,reducing enterprise costs,etc In order to eliminate barriers in the process of solving public problems,we should strive to achieve the maximum public interest at the lowest cost. |
