Research On The Maritime Safety Supervision Of Leisure Yachts In Guangdong Province

With the rapid development of regional economy and society in Guangdong Province,under the support and guidance of relevant yacht policies and measures of the state and Guangdong Province,yachts in Guangdong Province have developed rapidly in recent years.However,with the continuous growth of yachts and frequent trips,the traffic safety on water supply is increasingly under regulatory pressure.Strengthening the supervision of yacht maritime safety is not antagonistic to promoting people to participate in yacht leisure activities.It is of great significance to study the maritime safety supervision of yachts in Guangdong Province,find out the management status,summarize experience,find out problems,and put forward countermeasures,so as to promote the development of yacht industry and promote the development of yacht industry Righteousness.This paper focuses on the innovation of Guangdong yacht maritime safety supervision mode.Firstly,the background,purpose and significance of the study are described.Then it combs the research situation of yacht maritime safety supervision at home and abroad,and determines to take literature research method,interview research method,comparative analysis method and case study method as research methods,public governance theory and seamless government theory as theoretical basis,and yacht maritime safety supervision practice in Guangdong Province in recent years as the practical basis.Based on the analysis of the current situation of yacht Maritime Safety Supervision in Guangdong Province,the relevant maritime management agencies,yacht clubs and yacht industry associations are investigated,and six major problems in yacht Maritime Safety Supervision in Guangdong Province are sorted out:the concepts of yacht drivers and maritime management institutions do not meet the needs of yacht Maritime Safety Supervision,and the policies and regulations fail to fully consider the tourism The yacht maritime safety supervision and yacht industry development needs,yacht navigation,berthing,play waters and routes are not clear enough,yacht related safety and pollution prevention public facilities construction is insufficient,the responsibilities of yacht maritime safety supervision participants are not fully implemented,and the safety demonstration role of yacht free travel in Guangdong,Hong Kong and Macao is not fully played.In this paper,the main reasons for the above problems are:the marine culture foundation of yacht’s existence and development is weak,the research on yacht maritime safety supervision law is not deep enough,the yacht navigation,berthing,playing waters and routes lack of top-level design and promotion,yacht safety and pollution prevention public facilities and equipment construction fund channel is not smooth,yacht maritime safety supervision participants Association There are shortcomings in the coordination,and it will take some time for the laws and regulations of Guangdong,Hong Kong and Macao to converge.The last chapter of this paper discusses six countermeasures to further strengthen the maritime safety supervision of yachts in Guangdong Province:cultivating a strong ocean culture,changing the concept of yacht maritime safety supervision,improving policies and regulations,and optimizing yacht maritime safety supervision mechanism We should strengthen the top-level design and implementation of yacht navigation,berthing and recreational waters and routes,build public facilities for yacht safety and pollution prevention,guide yacht safety and orderly activities,optimize the implementation of responsibilities of yacht maritime safety supervision participants,optimize the maritime safety supervision and control of yachts in Guangdong,Hong Kong and Macao,and release the potential of yacht free travel in Guangdong,Hong Kong and Macao.
