Research On The Safety Supervision Of LNG Ships From The Perspective Of Public Safety

As a safe,efficient and clean energy source,liquefied natural gas(LNG)accounts for a growing share of the world's energy mix.Due to the uneven geographical distribution,the pipeline transportation has been unable to meet the long-distance demand,so the trans-oceanic LNG ship transportation came into being.However,there are always security risks behind the boom,and LNG shipping is no exception.With the rapid development of shipping economy,the accident risk of port shore-based and water area increases year by year.In addition to the special nature of liquefied natural gas and LNG ships,the accident harm is especially serious.In order to reduce LNG ship accidents to the greatest extent,ensure the safety of LNG ships in and out of Qingdao port,and ensure the safety of people's life and property and the cleanliness of Marine environment and waters,this paper studies the supervision of LNG ships.This article from the perspective of public security management,according to the theory of public security management and maritime public safety management as the theoretical basis,using literature method,investigation method,accident analysis and system analysis methods,such as related to the LNG carrier made the brief analysis of features and related theory.In order to further maintain and strengthen the LNG shipping safety level,ensure the sensitive waters of LNG ships in the harbor of navigational safety,for example,on the current Dongjiakou LNG ship safety regulatory detailed analysis and research,discusses the problems existing in the current regulatory and the insufficiency.And in view of the existing shortcomings and problems in the supervision proposed the corresponding rectification measures to better strengthen the supervision,in order to reduce the safety challenges.Through research and analysis concluded that the area is the high incidence area of LNG ship accident,LNG ship safety regulation is a systematic,comprehensive and detailed process,sailing from the port,anchor/mooring,berthing operation,the port navigation each process needs to be detailed and comprehensive supervision and improve the system of regulation,the right regulatory concept,outstanding regulatory resources,adequate supervision is the important foundation of LNG ship safety.It also plays a strong guiding role on how to supervise LNG vessels in Dongjiakou port more effectively.This paper also has some reference to other port LNG ship supervision research.
