On February 1,2014,the electronic visa for seagoing vessels was implemented.The entry and exit visa for domestic seagoing vessels was cancelledon November 22,2016.On December 1,2016,the electronic visa for inland ships was implemented.On March 22,2017,the entry and exit visa for inland ships was cancelled,and Since then,the visa system of domestic navigation ships has officially changed into entry and exit report declaration.This reform measure conforms to the requirements of simplifying administration and delegating power,and"delegating management to service",establishes a new governance situation of "government guidance,enterprise identification,high-quality service and effective supervision",reduces the links of on-site application and relevant procedures,implements convenient and quick online report,reduces the operation cost of shipping enterprises,and promotes the rapid development of shipping economy.The emergence of any new mechanism is both an opportunity and a challenge.At present,after the cancellation of the ship visa,the acquisition of information about the ship’s dynamic and seaworthiness,the acquisition of information about the crew and cargo on board,and the supervision of the ship’s operation qualification will be weakened.On the basis of previous theories and theories,this paper reviews the development process and important achievements of China’s ship visa management.Explain the background,significance and current situation of the reform of the ship visa supervision mode since March 22,2017.Taking the difficult problems and experience achievements of safety supervision of Jiangsu maritime safety administration as the research object,this paper studies and explores the background,causes,current situation and advantages and disadvantages of the reform of the current supervision mode.This article proposes countermeasures to promote the maritime safety supervision in Jiangsu after the cancellation of the ship visa.The first is to speed up the change of management concepts,quickly change the supervision method from the former to the last,and then passively accept the ship information to the active site inspection,and urge shipping companies to assume the responsibility of safety subjects;the second is to actively promote the reform of the safety supervision model.Integrate institutional functions and intensify business processes,further standardize the organization’s operating model,and optimize grass-roots law enforcement resources.The third is to strengthen the modernization and upgrading of supervision methods.By increasing investment in equipment,setting up data sharing centers,developing integrated information systems,and establishing The integrity punishment system and increased inspection and punishment methods have further promoted the modernization of supervision facilities and the modernization of supervision ideas.Through these methods,establish a systematic supervision system,fill in the research gap of Jiangsu maritime safety supervision in the post-visa era,explore the pilot experience of maritime safety supervision after the cancellation of ship visas nationwide,and play an exemplary role in safety management. |
