Spatio-temporal Evolution And Influencing Factors Of High Quality Development Capability Of Marine Economy In China

As China's economy gradually steps into a new stage of improving quality and efficiency,high-quality development has become the theme of China's economic construction at present and even in the future,and the ocean is a strategic location for high-quality development.Now,the international maritime competition is increasingly fierce.Developing the Marine economy is an important means and goal of building a maritime power,and promoting the high-quality development of the Marine economy is the requirement of The Times for the strategy of building a maritime power.China's Marine economy is gradually stepping into a new normal,shifting from a scale,speed and factor investment-driven approach to a quality-efficiency and innovation-driven approach.Scientific evaluation of the high-quality development capacity of Marine economy in coastal areas of China will provide a certain basis for understanding the problems existing in the development,adjusting relevant measures and choosing development paths.Based on the provincial panel data from 2006 to 2017,this paper constructs a comprehensive evaluation system for the high-quality development ability of Marine economy based on the five development concepts,and evaluates the high-quality development ability of Marine economy of 11 coastal provinces and cities in China by using the combinative empowerment and TOPSIS model.This paper uses kernel density estimation model and GIS spatial analysis technology to explore the temporal and spatial evolution of high-quality development capability of China's Marine economy.About China's coastal Marine economic factors that influence the development of high quality,this study selected the location advantage,Marine industrial structure,efficiency of Marine economy,Marine science and technology support ability,ability to use Marine resources,Marine ecological environment,the degree of opening to the outside world,the government support as Marine economy,the eight factors the influence factors of high quality development ability,and then construct Tobit model regression analysis.The findings:(1)From 2006 to 2017,the high-quality development capacity of China's Marine economy showed an overall upward trend.(2)The evolution characteristics of the Marine economy development high quality space for high capacity and high capacity transfer from north to south,the average area of transfer from the south to the north.Shandong,Guangdong,Shanghai and Jiangsu belongs to high ability district;Tianjin,Zhejiang,Fujian belongs to Marine economic development ability of high quality high ability;Liaoning,Hebei and Hainan belong to the areas with medium capacity for Marine economic development,while Guangxi belongs to the areas with low capacity for high-quality development of Marine economy.Provinces and cities with high capacity and high capacity have always existed in the three major Marine economic zones,and the regional gap still exists.(3)The temporal evolution characteristics of the high-quality development capacity of Marine economy in China are as follows: from 2006 to 2012,the high-quality development capacity of Marine economy in China is concentrated in the median area.After 2012,there is an obvious polarization situation.The number of provinces with the medium-above high-quality development capacity of Marine economy is increasing,while the number of regions with the low-capacity is decreasing.And the development speed of high-capacity provinces is faster than other provinces.(4)During the study period,the five dimensions of high-quality development capability of China's Marine economy(openness and inclusiveness,coordination and sharing,green and low-carbon,quality and efficiency improvement,and innovation-driven)generally showed a fluctuating upward trend,while the stability and sustainability showed a fluctuating downward trend.According to the weights,improving quality and efficiency,innovation-driven,open and inclusive,green and low-carbon contribute more to high-quality development capacity of Marine economy,while stable and sustainable,open and inclusive contribute less to it.A wide gap between innovation-driven and open and inclusive regions has resulted in unbalanced and inadequate high-quality development of China's Marine economy.(5)the influence factors on the Marine economic development capacity was positively related to relationship quality,high-quality development of Marine economy ability to influence degree of sorting for the degree of opening to the outside world > > Marine science and technology level of Marine industrial structure support > > government ecological environment quality > > location Marine economic efficiency > Marine resource utilization ability.The efficiency of Marine economy and the utilization rate of Marine resources are not significantly related to the high quality development ability of Marine economy.Finally,according to the above conclusions,the paper puts forward some suggestions and model selection for the high-quality development capacity of Marine economy in China and 11 coastal provinces and cities.
