Study On The Evaluation Model Of Marine Economy High Quality Development Based On The Secondery Relative Evaluation

The ocean is not only a harbor that breeds life,but also a link to connect the world.It is of great significance to the survival and development of human society.In recent years,my country's marine economy has developed rapidly,but at the same time,there have been prominent problems such as serious waste of resources,environmental damage in the sea area,and high energy consumption.General Secretary Xi Jinping put forward the strategic goal of "accelerating the construction of a strong marine nation" at the 19 th National Congress of the People's Republic of China,which highlights the prominent position and role of marine economic development in the overall development of the cause of socialism with Chinese characteristics in the new era from a strategic perspective.Starting from the proposition of high-quality development of marine economy,this paper combines improved entropy method,fuzzy analytic hierarchy process and data envelopment analysis to establish a secondary relative evaluation model that can reflect the subjective efforts of various provinces in marine economic development.First,define the connotation of high-quality development of the marine economy.Based on the scientific connotation and practical requirements of the new development concept,this paper deeply analyzes the influencing factors of the development of the marine economy,and defines the high-quality development of the marine economy as including innovation-driven,coordinated and stable,green ecology,open cooperation,and people's livelihood sharing.Coordinate sustainable development.Then,using this as a criterion layer,a 21-index marine economic high-quality development evaluation index system was constructed.Secondly,based on the established evaluation index system,the improved entropy model is used for the first objective evaluation,and the coastal economic development level of China's coastal provinces(municipalities and autonomous regions)from 2013 to 2016 is calculated.Based on the evaluation results,11 coastal regions are innovating Dynamic changes in various dimensions of driving,coordination and stability,green ecology,open cooperation,and people's livelihood sharing.In different regions of my country,the level and quality of marine economic development are uneven.Through further problem summary and cause analysis,we provide targeted suggestions for provinces to improve the development status,explore development potential,and make up for development shortcomings.Finally,using DEAP2.1 to calculate the value of the marine economic high-quality development evaluation under the DEA model and the group decision cone ratio DEA model.Based on the results of the second relative evaluation,this paper analyzes the four benchmark provinces of high-quality development of my country's marine economy,sums up the experience based on this,and puts forward suggestions to improve the quality of my country's marine economic development.Through the analysis of the empirical results,on the one hand,the effectiveness and reliability of the marine economic high-quality development evaluation theory and indicator system in practical application are verified;on the other hand,the empirical results of the secondary relative model objectively reflect the oceans of 11 regions in China The actual level of economic development provides a reference for all regions to formulate targeted marine development plans.
