Evaluation Of China's High-Quality Development Of Marine Economy

The rapid development and utilization of global land resources has made the ocean an important field for mankind to expand economic development space.As China's marine economy enters a period of rapid development,the problems of the uneven distribution of marine industry and the structure of marine industry have become increasingly prominent,and the problems of excessive use of marine resources and deterioration of the ecological environment have become obvious.General Secretary Xi Jinping emphasized that "we must focus on promoting the transformation of the marine economy into a quality and efficiency type." The high-quality development level of the marine economy is an important basis for measuring the ability of the region to develop,protect and utilize the ocean,and is of great significance for the country to grasp the development dynamics of the marine economy and coordinate the development of the marine economy in the coastal areas.This study takes 11 coastal provinces and cities as the research object,based on relevant literature research and theoretical combing,interprets the essential requirements of high-quality development of the marine economy,and guides the typical views of authoritative institutions to construct a technology that includes marine economy An indicator system of 5 dimensions and 21 specific indicators of innovative development,coordinated and stable development,green ecological development,open and cooperative development,and shared development of people's livelihood.Then,a comprehensive evaluation model based on combined evaluation of maximizing dispersion was constructed to evaluate the high-quality development level of marine economy in 11 coastal provinces and urban areas from 2011 to 2017.Based on the evaluation results,Kernel density estimation was used to analyze the evolution trend of China's marine economic high-quality development level from2011 to 2017;Ward clustering was used to divide 11 regions into echelons,and the differences in coastal marine high-quality development between coastal regions were analyzed and targeted.Suggestions.The results of the study show that:(1)Kernel density estimation shows that the overall level of high-quality development of my country's marine economy fluctuates slightly,and the gap in development levels between regions has increased in recent years.Under the criterion level:the overall development of scientific and technological innovation is concentrated at a lower level;the distribution ofcoordinated and stable development levels is more scattered,and the development speed has accelerated in recent years;the level of green ecological development is the only dimension under the criterion level that continues to decline;the level of open cooperation development is slow Rising,there is a trend of polarization between regions;the shared development of people's livelihood has a significant effect,and development between regions is more balanced.(2)According to the Ward clustering results,11 coastal areas are divided into three echelons according to the level of marine economic development : Shanghai,Jiangsu,Guangdong and Shandong are high-level areas;Tianjin,Fujian,Hainan,Zhejiang and Liaoning are medium-level areas;Guangxi and Hebei are low-level areas.
