The report to the 19 th National Congress of the Communist Party of China clearly pointed out that "China's economy is in a critical period of transforming the development model,optimizing the economic structure and transforming the growth drivers." In recent years,the transformation of the marine economy to high-quality development has become the consensus of China to accelerate the building of a maritime power.As one of China's coastal provinces,Guangdong Province is a major province of marine economy,and its gross marine product has ranked first in China for 25 consecutive years.During the "13th Five-Year Plan" period,Guangdong Province actively responded to the national call,put forward the strategic goal of building a strong marine province,and accelerated the historical transformation process with the high-quality development of marine economy as the driving force.However,in practice,there are still the following problems: First,"the lack of innovation",the lack of investment in scientific research of marine industry in Guangdong Province,the weak ability of independent research and development,the cooperation mechanism of industry,university and research is not smooth,which leads to the low self-sufficiency rate of key technologies;Second,"low quality and low efficiency",due to the lack of coordination of land and sea space function layout,infrastructure and supporting facilities and other resources in Guangdong Province,the supporting policies are not perfect,the phenomenon of low quality isomorphism of coastal industrial parks is serious;Third,"ecological constraints",long-term extensive exploitation that wastes resources and pollutes the environment has caused extensive damage to the ecological environment and ecosystem in the coastal areas of Guangdong Province,which seriously restricts the sustainable development of marine economy.In order to solve the above development bottlenecks and problems,it is particularly critical to study the driving mechanism of high-quality development of marine economy in Guangdong Province.It has become an important issue to explore "What are the driving factors of high-quality development of marine economy in Guangdong Province" and "How do these factors drive high-quality development of marine economy".Based on the results and challenges of marine economic development in the new era,this paper makes an in-depth study of the high-quality development of marine economy in Guangdong Province,and arranges the research contents according to the causes and consequences.Firstly,the connotation and characteristics of high-quality development of marine economy are defined on the basis of relevant studies at home and abroad.Secondly,it analyzes the practical basis of the high-quality development of marine economy in Guangdong Province,and further summarizes the overall situation of the high-quality development of marine economy in Guangdong Province.Then,based on the DEA-Malmquist model,the Innovation Driving Force Index and the DPSIR model,this paper analyzes the input-output mechanism,the driving force transmission mechanism and the influencing mechanism of the high-quality development of marine economy in Guangdong Province through factor input clustering,driving factor identification and influencing factor classification.In the end,the relevant policy practice is continuously tracked and the effectiveness is tested and analyzed,and the policy suggestions for the high-quality development of marine economy in Guangdong Province are put forward,providing a feasible reference for other coastal provinces and cities in China to realize the high-quality development of marine economy.
