Evaluation Of Resources And Environment Carrying Capacity And Research On Obstacle Factors In Otog Banner

Regional resource and environmental carrying capacity evaluation is a comprehensive measure of the coordination between the regional population and resources and the environment,and it is also an important way and method to measure the sustainable development of the regional economy.It is also a comprehensive understanding of the current situation of regional resources and environment to guide future research directions.In this paper,Otog Banner is selected as the research area,and a regional resource and environmental carrying capacity evaluation index system including 20 evaluation indicators in the four subsystems of resources,environment,society,and economy is constructed.The TOPSIS comprehensive evaluation method is used to evaluate Otog Banner.From 2011 to 2018,the resource and environmental carrying capacity was evaluated from the time scale,and the resource and environmental carrying capacity of 6 Sumu towns in Otog Banner was evaluated from the perspective of spatial distribution.The obstacle factor calculation model is used to analyze the main obstacle factors that affect the regional carrying capacity level,and to explore the relationship between the various subsystems and the regional resource and environmental carrying capacity level.Finally,based on the evaluation results,suggestions to improve the regional resource and environmental carrying capacity level are put forward.The evaluation of the carrying capacity of resources and environment is of great significance for alleviating the conflicts between the population economy and resources and the environment in Otog Banner,promoting the improvement of regional competitiveness,and promoting regional sustainable development.The research results show that:(1)From the perspective of time change,although the resource and environmental carrying capacity level of Otog Banner fluctuated slightly from 2011 to 2018,it showed an overall upward trend,and the rate of increase was the fastest from 2014 to 2015.After 2014,As the entire banner economy has begun to develop,environmental governance and environmental protection have increased,and the regional resource and environmental carrying capacity has begun to increase.In 2018,it has reached the upper-middle level.(2)From the perspective of spatial distribution,the spatial distribution of the resource and environmental carrying capacity of Otog Banner is uneven.The carrying capacity of the central region is significantly higher than that of the eastern and western regions.The resource endowment of Albas Sumu is relatively high,and the carrying capacity of resources and environment is the highest in the whole banner.Mukai Naoer Town has the lowest level of carrying capacity and is far below the average level of the whole banner.The resource and environmental carrying capacity of Qipanjing Town and Wulan Town,the central towns,is at a medium level.(3)The social and economic subsystems are the main influencing factors restricting the carrying capacity of resources and environment in Otog Banner.The specific obstacle factors are the per capita grassland area,the number of beds in medical and health institutions per thousand people,and the number of beds in medical and health institutions per thousand people.Retail sales of consumer goods and urbanization rate.The grassland resources in Otog Banner are widely distributed,but the grassland utilization method is unreasonable,which leads to the degradation of the grassland,the quality of the grassland is reduced,and the grassland protection situation is not optimistic.The background of regional natural resources determines the development and utilization mode of resources and environment,and the changes in regional social and economic development directly affect the level of resource and environmental carrying capacity.(4)To improve the carrying capacity of resources and environment in Otog Banner,the concept of green and scientific development should be established and the protection of resources and environment should be strengthened.Secondly,efforts should be made to solve the obstacles that limit the carrying capacity of Otog Banner's resources and environment,continue to promote the transformation and upgrading of local enterprises,and further improve the regional economic development.
