Under the influence of climate change and human activities,the imbalance of water supply and demand,groundwater overexploitation,water pollution and water ecological damage have become increasingly prominent.The problem of water resources has become an important factor restricting economic and social development and the healthy and stable ecological environment.The study of water resources carrying capacity is of great significance to realize the coordinated development of water resources and population,economic society and ecological environment.Taiyuan is a typical resource-based city in China.The problem of water resources is particularly prominent.Water resources are overloaded for a long time,which has become an important 'bottleneck' restricting its ecological environment protection and highquality development.Mastering the carrying status of water resources in Taiyuan and effectively improving the carrying capacity of water resources in Taiyuan are of great significance for promoting the transformation and upgrading and high-quality development of resource-based cities in Taiyuan.Based on the national key research and development plan' key technology and demonstration research of efficient water saving and unconventional water resources utilization in Taiyuan' subject 1 'Planning and allocation technology of water resources utilization in Taiyuan',this paper carries out the evaluation and regulation of water resources carrying capacity in Taiyuan.The main research contents and results are as follows:(1)Analyzed the multi-dimensional carrying elements of "quantity-qualityregion-flow" of water resources,analyzed the connotation of water resources carrying capacity in the four dimensions of "quantity-quality-domain-flow",and defined the concept of water resources carrying capacity;Following the design principles of the evaluation index system,the evaluation index system of water resources carrying capacity based on "quantity-quality-domain-flow" was constructed,and the comprehensive evaluation method of "single index quantification-multi-index integration-multi-criteria integration"(SMI-P)was introduced.Using the analytic hierarchy process and entropy method to comprehensively determine the index weights,an evaluation model of water resources carrying capacity based on the SMI-P method was established,and a regional water resources carrying capacity evaluation method was proposed.(2)The water resources carrying capacity evaluation model based on SMI-P method was used to evaluate the water resources carrying capacity of Taiyuan City from 2009 to 2018.The changes and causes of the water resources carrying capacity of Taiyuan City were analyzed and the impacts on the water resources of Taiyuan City were identified.The main driving factor for changes in resource carrying capacity.The results show that during the period from 2009 to 2018,the comprehensive carrying capacity of water resources in Taiyuan City was in a state of overload;from the perspective of the four dimensions of "quantity-quality-region-flow" of water resources,the carrying capacity index of each dimension showed an upward trend,among which water volume The dimensional carrying state changed from overload to critical overload,the water quality dimensional carrying state changed from severe overload to overload,the water dimensional carrying state changed from severe overload to overload,and the current dimensional carrying state changed from overload to critical overload.(3)The multi-dimensional regulation method of water resources carrying capacity based on orthogonal test method is established by using the principle of orthogonal test method and the properties of orthogonal table;The multi-dimensional regulation objectives of water resources carrying capacity in Taiyuan City in 2025 and 2030 were clarified.The multi-dimensional regulation factor set of water resources carrying capacity in Taiyuan City was constructed,and the regulation standard value and regulation range of each regulation factor were reasonably determined.The multidimensional control test scheme of water resources carrying capacity in Taiyuan City was designed.Through comparison and analysis of control test schemes,the control schemes of water resources carrying capacity in Taiyuan City in 2025 and 2030 were proposed.
