The 2019 Central Document No.1 puts forward the Action Plan for green Agricultural development,as an important aspect of green agriculture,the development of low-carbon agriculture is an essential measure.How to accurately measure the efficiency of agricultural low-carbon development and analyze the influencing factors is of great significance for accelerating the development of low-carbon agriculture.From the perspective of low carbon,this paper introduces the agricultural carbon sink as the expected output,and analyzes the agricultural carbon emission,carbon sink amount and carbon emission intensity.The Meta-frontier model and the global Malmquist index method were used to calculate the low-carbon development efficiency of agriculture in 30 provinces(cities and districts)in China from 2000 to 2016.Analyze the source of its growth;the Tobit model is used to empirically test the key factors influencing the efficiency of low-carbon agricultural development to promote the development of low-carbon agriculture.According to the measurement results,China's agricultural carbon emissions show a fluctuating upward trend,the carbon emission intensity is gradually decreasing,and the agricultural carbon sink is gradually increasing.From 2000 to 2016,the low-carbon development efficiency of China's agriculture showed a obvious upward trend on the whole,with a slight decline in a few years.The eastern region has achieved a good level of low-carbon agricultural development,the western region has remained stable,and the central region is catching up.In terms of the sources of growth,most years efficiency growth was entirely dependent on advances in agricultural technology.The vast majority of the 21 provinces where low-carbon agriculture has become more efficient have benefited from advances in cutting-edge agricultural technologies.Most of the nine provinces with deteriorating efficiency were constrained by the degradation of cutting-edge agricultural technologies.Tobit regression analysis shows that per capita GDP,urban-rural income ratio,number of state farms,rural electricity consumption and disposable income are negatively correlated with the efficiency of low-carbon agricultural development.Environmental Kuznets curve effect and R&D investment are positively correlated with agricultural low-carbon development efficiency.By region,the ratio of rural income,the number of state farms,and the R&D investment have significant influences on the low-carbon development efficiency of agriculture in the three regions.The rural electricity consumption has significant influence in the eastern and central models.Per capita disposable income of rural residents passed the 1% significance test only in central model.The Chinese government must increase investment in agricultural science and technology research and development,improve the level of scientific and technological innovation,optimize the agricultural industrial structure,increase the exchange of agricultural production among provinces and other measures to improve the efficiency of low-carbon agricultural development and promote the realization of low-carbon agriculture.
