On August 26,2019,the fifth meeting of the Central Finance and Economic Committee was held in Beijing to study the issue of regional economic layout that promoted the formation of complementary advantages and high-quality development,and emphasized creating a balance in development.As a whole,the Yangtze river economic belt is developed on the premise of ecological priority.Under the new development logic,the Yangtze river economic belt should not only consider the industrial layout,but also pay attention to green development.Therefore,this paper studies the impact of agglomeration of manufacturing industry and productive service industry on the green total factor productivity in the Yangtze river economic belt.This paper clarifies the development of related theories by combing the research of domestic and foreign scholars.Then,according to the literature,the paper summarizes the internal mechanism and divides it into two paths:(1)positive and negative effects of industrial collaborative agglomeration to economic growth;(2)Positive and negative effects of industrial collaborative agglomeration to the environment.Under different paths,there are differences in the impact.Based on theoretical analysis,this article further carries out an empirical study.First,green total factor productivity which take environmental factors into total factor productivity is used to measure green economic growth,and green total factor productivity is decomposed into technological change and efficiency change.Then,using the panel data of 107 cities in the Yangtze river economic belt from 2003 to 2016,a geographic distance spatial weight matrix and a geoeconomic spatial weight matrix were constructed,and the global Moran index and Moran scatter plot were used to verify the spatial correlation of green total factor productivity and its decomposition effect.Finally,the spatial Dubin model is used to investigate the spatial effect of industrial collaborative agglomeration,and to analyze the regional differences of the spatial effect of the whole area and its upper,middle,and lower reaches.The main conclusions of the empirical research are as follows:(1)The industrial collaborative agglomeration in the Yangtze river economic belt is significantly negatively related to efficiency change,excessive industrial collaborative agglomeration has a suppressive effect on output efficiency.(2)The higher the degree of urban industrial collaborative agglomeration,the greater spatial spillover effect on the green total factor productivity in regions with similar geographical distances and similar development levels.(3)Taking the geographical effects and the spatial effects of the economy into account,the overall effect of the spatial spillover of green total factor productivity by industrial agglomeration in the Yangtze river economic belt is different from the conclusions obtained from regional sample calculations.There is regional heterogeneity in the spatialeffects of industrial agglomeration.According to the conclusions,the corresponding policy recommendations are put forward:(1)it is necessary to prevent the reduction of efficiency while the industrial collaborative agglomeration promote technological change.(2)When formulating industrial policies,it is necessary to take into account specific regions and overall green development goals.
