At present,China is in the new normal period with economic growth slowing down,economic structure optimization,and economic power conversion.The contradiction between resource consumption,environmental pollution and economic development has become increasingly prominent,prompting people to pay more attention to the quality of economic growth.The green total factor productivity,which is constrained by the energy and environment,truly and reliably reflects the comprehensive strength of green industry and reflects the new normal nature of “quality improvement and efficiency improvement”.The research mainly includes the following two aspects: Firstly,using the directional distance function considering the undesired output and the MalmquistLuenberger productivity index to calculate the industrial green total factor productivity and its decomposition in each province from 2004 to 2016.The analysis is carried out in terms of both time and space distribution.Secondly,establish a spatial Dubin model to empirically study the influencing factors of industrial green total factor productivity.The industrial energy structure,government environmental regulation,foreign capital utilization,factor endowment structure,industrial enterprise property rights structure,industrial enterprise scale structure and industrial technology investment were selected to analyze their direct and indirect effects respectively.The main conclusions of the article include the following two aspects: Firstly,considering the environmental constraints,China's industrial green total factor productivity increased at an average annual rate of 3.8%.Among the three major regions,only the eastern region maintains a year-on-year growth,but the central region has the highest annual growth rate.Among the six regions,the average annual growth rate in East China,Southwest China and North China is relatively fast,and the Northeast region has the largest change.From the perspective of spatial distribution,areas with faster growth in industrial green total factor productivity tend to aggregate.The growth of industrial green total factor productivity is mainly due to technological progress,while the level of technical efficiency is slowly declining.Among the three major regions,except for the slow increase in the eastern region,the technical efficiency in the central and western regions has declined.Secondly,using the spatial panel measurement model to empirically study the various influencing factors of the province's industrial green total factor productivity could conclude:(1)From the direct effect point of view,the factor endowment structure(capital deepening)and the industrial technology input have positive significant impact on the industrial green total factor productivity;the impact of industrial energy structure(coal consumption ratio),government environmental regulation,and industrial enterprise scale structure are significantly negative;the degree of foreign capital utilization and the impact of industrial enterprise property rights structure are not significant.(2)From the perspective of indirect effect,government environmental regulation has a positive spillover effect on industrial green total factor productivity in other surrounding provinces;industrial energy structure,factor endowment structure and industrial enterprise property rights structure have significant negative spillover effects;The remaining variables do not have significant spatial spillover effects.This paper believes that in order to promote the green sustainable development of China's industrial economy,we should make efforts as follows: firstly,establish a set of industrial assessment system with green economy as the core.Secondly,promote energy structure adjustment and develop green renewable energy.Thirdly,further improve the government's environmental regulation system.Fourthly,promote the investment of technology research and development in enterprises.
