Study On The Process Of Building A Moderately Prosperous Society In All Respects In The Four Prefectures Of Southern Xinjiang

2020 is the ending year of the nation’s comprehensive construction of a well-off society,and also the decisive period for the complete construction of a well-off society in the four prefectures of southern Xinjiang.Both the state and the autonomous region government attach great importance to the development of the four prefectures in the south of Xingjiang.The economic and social development of the four prefectures in southern Xinjiang lags behind,and the level of rural and people ’s living standards is low.In view of the stagnation of the comprehensive construction of a well-off society in the region,this article refers to the“Statistical Monitoring Index System for the Comprehensive Construction of a Well-off Society” issued by the National Bureau of Statistics in 2013,and builds a comprehensive well-off evaluation index system in line with the development of southern Xinjiang.In this paper,the index weights is determined by the entropy method,and it use the multi-index comprehensive evaluation method to calculate and analyze the level of the well-off process in the four prefectures in southern Xinjiang,exploring the gaps by cluster analysis on the measurement results of the county and city’s well-off level.Besides the author uses the spatial autocorrelation analysis to explore the relationship between the level of the process of building a well-off society in an all-round way and geographical location.As a result,some feasible suggestions to accelerate the process of building a well-off society in an all-round way are put forward.Through the research,the following conclusions are drawn:(1)In the four prefectures of southern Xinjiang,there were indicators that reached the target value in 2017.For the economic development and people’s life subsystem,there are 3-4 indicators having reached the target value;and for the resource and environment subsystem and the rural development subsystem,there are 1-3 indicators having reached the target value;However,the cultural construction subsystem of the four prefectures,has not reached the target.(2)Calculated by multi-index comprehensive analysis method,the well-off level of the four prefectures are as follows: Aksu is 75.07%,Kezhou is 71.54,Kashi is 65.84%,and Hetian is 59.49%.(3)Cluster analysis can be used to classify county and city well-off levels into four categories.The first category belongs to areas with leading development,with an average value of 70%for a well-off society.The second category belongs to areas with better development.The third category belongs to areas with general development,and the fourth category belongs toareas with poor development.(4)The level of building a well-off society in an all-round way has a strong spatial positive correlation agglomeration,and there is a problem of uneven development and uncoordinated development.The corresponding suggestions are as follows:(1)Attaching importance to the overall development of society and achieving a comprehensive well-off society: maintaining economic development and covering the shortage;speeding up the development of cultural construction;attaching importance to rural development;bringing in medical treatment and benefiting all the people;improving social security system;focusing on civilization.(2)Paying more attention to the overall development of the region to achieve a well-off society.clarifying our own problems and taking the right medicine.And shortening the regional gap between coordinate development.
