Monitoring And Forecasting Analysis Of Building A Well-off Society In An All-round Way

According to the report of the Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China,China is currently facing a more complicated environment.Not only is there a huge impact from a new round of technological revolution,but also the ravages of the new crown epidemic.But in this context,a welloff society in an all-round way has also achieved great success.Since the 18 th National Congress of the Communist Party of China,China’s 98.99 million agricultural poor people have been lifted out of poverty,all the counties in difficulty have been lifted,and absolute poverty has been eliminated.This marks a decisive achievement in the three major battles.At this time,a systematic evaluation and research on the achievements of the well-off society is not only the final test of the completion of the "13th Five-Year Plan",but also the test of China’s achievements in entering socialist modernization.First,it sorts out the basic concepts of well-off and describes the status quo.Secondly,according to the "14th Five-Year Plan" period economic and social development main goals,"Completely Complete Building a Well-off Society Statistical Monitoring Indicator System(2008)" and "Completely Building a Well-off Society Statistical Monitoring Plan(2014)",5 dimensions and 24 indicators were selected to establish indicators.The evaluation system was established,the weight of each index was calculated by the coefficient of variation,and the comprehensive evaluation measured the completion degree of each system from 2011 to 2020.The first purpose is to systematically analyze the progress of the current moderately prosperous society based on the specific construction practice of China’s comprehensive well-off society.According to the monitoring results,the overall completion of a well-off society in 2020 is about 98.8%,an increase of 31.5% compared to 2015.From the perspective of the five subsystems,the realization degree of the economic development subsystem in 2020 is 99.9%,an increase of 0.8% compared with 2015;the realization degree of the innovation drive subsystem is 99.4%,an increase of 41.7% compared with 2015;the people’s livelihood and welfare subsystem 2020 The annual realization rate was 99.0%,an increase of 37.5% compared with 2015;the realization degree of cultural construction subsystem was 89.9%,a decrease of 2.2% compared with 2015;the realization degree of ecological environment subsystem was 99.4%,an increase of 46.3%compared with 2015.The comparative study found that the development speed of the five subsystems is unbalanced.Among them,the construction of the ecological environment subsystem is the fastest,and the relative completion of the cultural construction subsystem is relatively low.Through the model,the realization level of the subsystems in an allround well-off has been predicted for three years.The prediction results show that the economic development subsystem,innovation-driven subsystem,people’s livelihood and welfare subsystem,and resources and environment subsystem have basically completed all-round well-off,and only cultural construction has been completed.The subsystem has a certain hindering effect.From the perspective of China’s current social development,the realization of building a moderately prosperous society in an allround way is imminent.At the end of the article,four suggestions are put forward on the deficiencies in the empirical research.
