China has a vast coastline and abundant marine resources.At this stage,the marine economy has become an important driving force for China's economic growth.But at the same time,the continuous development of the ocean has also brought waste of resources and environmental pollution.Whether or not a win-win situation between marine ecological environmental protection and the enhancement of the efficiency of innovation in the marine industry can be achieved through environmental regulation is of great significance to the development and improvement of China's marine industry.Therefore,this thesis sorts out the related research of other scholars,explores the relevant influence mechanisms,analyzes the status quo of the innovation efficiency of China's marine industry and conducts an empirical test,and finally proposes specific countermeasures to improve environmental regulation policies and improve the innovation efficiency of marine industry.This article first learned the research progress of related issues by consulting related research at home and abroad,and paved the way for the research content and method selection of this article.Second,the environmental regulations are subdivided into three types: command and control,market incentives and invisible environmental regulations.Innovation efficiency is divided into two types: technical innovation efficiency and knowledge innovation efficiency.The impact of three types of environmental regulations on innovation efficiency is analyzed..Thirdly,the innovation efficiency evaluation system of the marine industry was constructed.The non-radial super-efficiency SBM model was used to evaluate and analyze the technological innovation efficiency and knowledge innovation efficiency of the marine industries in the coastal provinces of China.The efficiency status and development trends of the country and provinces were compared respectively.Results It shows that the overall value of China's marine industry has low technology and knowledge innovation efficiency,and there are regional differences.Liaoning,Shanghai,and Guangdong have relatively advanced marine industry technology innovation efficiency,and Fujian and Hebei provinces have relatively low technological innovation efficiency.Guangdong,Shandong and Hebei have relatively advanced knowledge innovation efficiency in the marine industry,while Liaoning and Guangxi have relatively backward knowledge innovation efficiency in the marine industry.Further,this thesis selects the panel data of eleven coastal provinces(cities)from 2006 to 2016,and constructs a panel regression model and a static threshold panel model for the three different types of environmental regulations on the technological innovation efficiency and knowledge innovation of the marine industry.Empirical research has been conducted on the impact of efficiency.The research conclusions show that:First,command-controlled environmental regulation has a non-linear influence on the technological innovation efficiency and knowledge innovation efficiency of the marine industry,and has a restraining relationship on the technological innovation efficiency and knowledge innovation efficiency of the marine industry.And the inhibition effect gradually decreases with the increase of the intensity of regulation.Second,the market-inspired environmental regulation has a non-linear effect on the technological innovation of the marine industry.The efficiency of technological innovation is more obvious as the regulatory intensity increases;it has a linear effect on the efficiency of knowledge innovation,and it is positively promoting the improvement of the efficiency of knowledge innovation.Finally,the invisible environment regulation and the technological innovation efficiency and knowledge innovation efficiency of the marine industry have a“U”-type relationship that is first suppressed and then promoted,but the inflection points are different.Finally,based on the above analysis conclusions,this thesis proposes policy suggestions for improving the public participation mechanism and environmental policy;expanding the marine talent pool and upgrading the marine industrial structure;subsidizing innovation costs and guiding innovation development.
