In recent years,China's industry has developed rapidly,but along with economic growth is the destruction of the environment and the excessive consumption of energy.It seriously restricts China's path to sustainable development.The economic growth rate represented by total factor productivity deducts the remaining part of the labor growth rate and capital growth rate,while the environmental total factor productivity incorporates energy and environmental pollution into the total factor productivity measurement system,so that the productivity obtained can better represent the contribution of economic growth.How to improve the ETFP of the industrial is the key point for China's industrial restructuring and upgrading of industrial competitiveness to achieve a green transformation of the industrial economy.This paper uses the panel data of China's industrial enterprises above designated size from 2005 to 2015,uses the DEA-Malmquist index to calculate the ETFP of 33 sub-sectors in China over the years,and uses panel models to explore the relationship between environmental regulations for ETFP of industry based on the perspective of induced innovation.Firstly we can through the impact model of environmental regulation on R&D expenditure obtain the innovation induced by environmental regulation,and then through the relationship between induced innovation and the ETFP of industry,to explore the indirect impact of environmental regulation on the ETFP of industry.Finally,the direct impact of environmental regulation on the ETFP is studied.The empirical conclusions show that environmental regulation promotes technological innovation,that is,the greater the intensity of environmental regulation,the more R&D investment in the general industry;Environmental regulation-induced innovation can increase the ETFP of industrial to a certain extent,but the improvement of ETFP in industrial mainly comes from non-environmental regulation-induced innovation.The direct influence of environmental regulation on the ETFP of the industrial is positive,it shows that environmental regulation has a significant role in promoting the improvement of industrial ETFP Therefore,it is possible to achieve a mutually beneficial state in achieving environmental protection and economic growth.Therefore,we should strengthen the intensity of environmental regulation,and focus on stimulating the "innovation compensation" effect of environmental regulation,that is,to enhance the incentive effect of environmental regulation on technological innovation.
