The "Nineteenth National Congress" put forward the strategy of adhering to the overall planning of the land and sea,speeding up the construction of the "marine power" strategy,and the development of the marine industry has entered an unprecedented period of strategic opportunities.Based on the foundation and conditions of China's own economic development,the transformation and upgrading of the marine industry structure is an important part of the transformation and upgrading of China's economic structure.It is an effective way to achieve the "sustained growth and emission reduction" of the marine economy.It can alleviate the dilemma of economic growth and environmental protection in the sustainable development of the marine economy and promote the green development of the blue economy.According to the theory of innovation compensation,environmental regulation can promote the adjustment of marine industrial structure by combining innovation drive with industrial agglomeration effect,and become a new driving force for the transformation and upgrading of marine industry.Firstly,this paper uses DEA model to consider the spatial and temporal distribution of technological innovation efficiency under environmental regulation of 11 coastal provinces and cities.Build Tobit model to analyze the influencing factors of technological innovation efficiency under environmental regulation;Thirdly,build a fixed-effect model to analyze the industrial agglomeration effect of environmental regulation;Secondly,this paper uses the industrial structure lead coefficient and More value to evaluate the transformation and upgrading of the marine industry in the coastal provinces from two directions: direction and speed.The industrial structure level coefficient is used to comprehensively evaluate the level of marine industry transformation and upgrading in 11 coastal provinces and cities;Finally,using the sample data of 11 coastal provinces and cities in China from 2006 to 2014,build threshold model and quantile regression model respectively,and explore the intermediary effect of marine technological innovation in environmental regulation promoting the transformation and upgrading of marine industry.The impact mechanism of environmental regulation under different levels of transformation and upgrading of marine industry should be studied.The specific conclusions are as follows:(1)Based on time-space evolution analysis of technology innovation efficiency under environmental regulation shows that technology innovation efficiency under environmental regulation rises firstly and then declines,2010 is the turning point of technology innovation efficiency under environmental regulation,regional technology innovation efficiency environmental regulation is polarized,gap gradually increase.(2)Based on the analysis of environmental regulation effects,it is found that environmental regulation has time lag,which leads to environmental regulation is not conducive to the improvement of technology innovation efficiency;environmental compensation innovation compensation mechanism enables environmental regulation to effectively promote the development of marine industry agglomeration.(3)Based on the analysis of the marine industry structure vectorization,it is found that during the research period,the marine industry of the 11 provinces in the coastal areas has a significant transition to the tertiary industry,and the transformation speed has improved.The transformation of the marine industry has large spatial differences among regions,and the comprehensive level of transformation and upgrading.There are three states of rising,undulating and declining.(4)Based on the environmental regulation threshold regression results,the environmental regulation(control)is limited by the regional marine technology innovation level(rd).There is an inverted U-type double threshold characteristic for the marine industry transformation,and the marine technology innovation level(rd)crosses the first threshold.At the time of the value,the role of environmental regulation in the transformation of the marine industry has increased significantly.(5)Based on the quantile regression results of the marine industry transformation level,the environmental regulation technology innovation effect has duality,innovation compensation and innovation extrusion exist at the same time,which leads to environmental regulation at the low-point point to promote the transformation and upgrading of the marine industry.At the high score point,it will inhibit the transformation and upgrading of the marine industry.
