Research On The Impact Of Marine Environmental Regulation On The Competitiveness Of China's Marine Industry

Marine resources in China are abundant,and the status and role of the marine industry in the development of China's national economy have become increasingly prominent.At the same time,however,with the deepening of the development of marine resources,the pollution of the marine environment is increasing.Whether it can affect the marine industry through environmental regulation and achieve a win-win situation for marine ecological protection and marine industry competitiveness will have important practical significance for the future of China's marine industry.Therefore,this paper proposes specific countermeasures to protect the marine ecological environment and enhance the competitiveness of the marine industry through literature review,impact mechanism analysis,current situation analysis and empirical analysis.First of all,this paper systematically sorts out relevant literatures at home and abroad,and clarifies the research direction and key points of this paper.Secondly,it analyzes the impact mechanism of marine environmental regulation on the competitiveness of marine industry from three aspects of environmental cost,technological innovation and industrial structure,and finds the internal relationship between marine environmental regulation and marine industry competitiveness.Thirdly,by analyzing measurement data of marine environmental regulation intensity and marine industry competitiveness and related charts in China's coastal provinces,we have an objective understanding of China's marine environmental regulation and marine industry competitiveness.Further,this paper selects the panel data of the 11 provinces in the coastal areas from 2006 to 2015,and builds a regression model to empirically analyze the impact of marine environmental regulation on the competitiveness of the marine industry.The conclusions of the study indicate that:(1)From a national perspective,market-incentive environmental regulation has a significant positive effect on the competitiveness of the marine industry,while command-controlled environmental regulation has a significant negative effect on the competitiveness of the marine industry,but the positive effect of market-incentive environment regulation is even greater.Therefore,from a comprehensive perspective,marine environmental regulation has a significant positive effect on the competitiveness of the marine industry.(2)From the results of regional regression,the impact of marine environmental regulation on the competitiveness of marine industry in coastal areas is different,but all indicate that marine environmental regulation has a certain lag.Finally,based on the above analysis and conclusions,this paper proposes corresponding countermeasures: strengthening the construction of marine ecological civilization,protecting the marine ecological environment;improving the environmental regulation system,improving the efficiency of environmental regulation;increasing investment in marine science and technology,and encouraging technological innovation.
