Research On The Management Of H Province Meteorological Service In Government-invested Projects

Meteorological departments is a scientific and basic social public welfare undertakings,which undertakes the important functions such as meteorological detection,disaster prevention and mitigation.The H Province Meteorological service has started a new round of government-invested construction projects since 2011,but in the project construction and using processes,some problems existed in the project management system and mechanism have appeared,such as unscientific decision-making mechanism,single and backward management mode,insufficient market competition,non-professional personnel for the management of construction projects,insufficient accumulation of management experience,lack of corresponding management mechanism and inadequate implementation of existing systems,which cause the bad phenomena including long project schedule,super budget and implementation beyond budget,therefore,the project quality and efficiency remain to be discussed and the social benefits remain to be evaluated.In this paper,the author,based on the methods of literature reading,investigation research and case analysis,summarizes the overall management situation of the meteorological department of H Province in government-invested projects,sorts out the management processes and contents of different stages,discusses the management problems existed in each construction stage,analyzes the reasons from the aspects including objectivity and correlation of government-investment construction projects,project management mode,financial management system,performance management mode and benefits of agents,and conducts analysis on corresponding measures from the aspects such as establishment of agent-construction system,input mode in the feasibility study stage and performance appraisal mode thus to enhance the management capability of the meteorological department of H Province in government-invested projects and increase the investment benefits.Based on analysis,the author holds that the problems existed in the management process of government-investment projects of the meteorological department of H Province not only involve the objective reason that the government enlarges infrastructure investment owing to economic development but also involves the management system and mode of the meteorological department,therefore,the author suggests to promote the agent-construction system,explore the input implementation mode in the feasibility study stage and transform the performance appraisal mode to solve the problems including low professionalization of management,benefit alienation of agents,budget expansion brought from the “trinity” project management mode thus to enhance the management level of the meteorological department of Hainan Province in government-investment projects.
