Research On The Reform Of Basic Meteorological Department Under The Background Of Public Institutions Reform ——Taking Meteorological Department Of R City As An Example

Meteorological cause is the basic public welfare cause of economic construction,national defense construction,social development and people's life in China.The launch of a new round reform of public institutions has brought new development opportunities and challenges for the basic meteorological departments.This paper combines with the reform practical experience of R city meteorological department,through interview the staff of R city meteorological department,and analyzes the existing data and facts,puts forward the specific problems existing in the reform of the basic meteorological department in the present stage.At present,in face of the new situation of deepening the public institutions reform,the basic meteorological departments mainly have the following problems:the contradiction of fund investment,the inadaptability of operation system and the modernization development,the mismatch between professional service ability and market competition demand,the inconsistency between the development level of scientific and technological talents,and the integration of politics,affairs and enterprises.These problems are closely related to the current system and mechanism.Based on the theory of government reengineering,this paper analyzes the reform path of administrative management system,operation system and technological talent system.Based on the theory of public product benefit,this paper analyzes the reform path of meteorological service system.Strive to find a more reasonable,efficient and practical path for the basic meteorological departments.This paper puts forward countermeasures and suggestions for the basic meteorological departments from the following eight aspects:Firstly,implement dual financial system;Secondly,promote the reconstruction of business system;Thirdly,promote the quality and efficiency of professional meteorological services;Fourthly,optimize the system of scientific and technological talents;Fifthly,actively integrate into the local governance system;Sixthly,separate the government affairs,business enterprises and management;Seventhly,improve the ability of supervision;Eighthly,establish and improve supporting systems.Reform of the basic meteorological departments has a long way to go.Only by solving it step by step can we fully solve the problem of "where the money comes from and where the people go",and steadily promote the high-quality and sustainable development of the basic meteorological undertakings.
