PMC Project Management Model In The Weather Department In Tibet Project Construction Of Research And Application

The meteorological department project in Tibet mainly adopts the traditional construction mode that gradually shows disadvantages in the practical application. The project construction field of meteorological department in Tibet is badly in need of a new project management mode which conform to the requirements of modern project management and the special environment to adapt to the modern needs of the development of meteorological service in Tibet. Therefore, we simulate the project management model of Project management contractor/Project Management contracting Project used in " Gongga airport weather monitoring and early warning service system construction " project, compare the advantages and disadvantages of the conventional Design-Bid Method and the PMC project management mode in the project construction and probe into the project management mode of meteorological department in Tibet.This thesis has analysed the domestic and international current situation of the project management mode at first. we studied on simulating the PMC project management mode in" Gongga airport weather monitoring and early warning service system construction " on the basis of full research on Project construction management mode about "Gongga airport weather monitoring and early warning service system construction". By applying the PMC project management mode into the project construction, we specific studied on the division of each phase of project construction, the management responsibilities, obligations and the working content of Party A and Party B in management project, the control of each phase of the project, the stepwise decomposition of the task that required to complete, raised the concrete project tasks and implementation rules; analyzed the advantages and disadvantages of the conventional project management mode and the PMC project management mode in the process of the " Gongga airport weather monitoring and early warning service system construction " project construction, raised project management mode and method which is fit for meteorological department project construction in Tibet; which could provide reference basis for meteorological departments in the construction project scope, quality Management and schedule control.After the study of this subject, we could provide a meaningful exploration and attempt which improve the optimization of overall intensive and resource allocation about people, finances ect.in the meteorological department construction project in Tibet, ease the contradiction problem between the station infrastructure construction and the meteorological observation environment in Tibet, Provides a good reference for the whole of China meteorological department project construction.
