Game Analysis And Incentive Mechanism Research On The Benefit Of Agent Construction System Of Government Investment Project

At present,the problems existing in the project management mode of our country are mainly divided into two aspects: on the one hand,the management of many projects is relatively scattered,and the management organization and personnel are not professional enough,which leads to the low level of project construction management;on the other hand,the lack of scientific restriction mechanism in project investment management,construction implementation management,market supervision management and use management leads to the lack of investment Construction,management and use are in confusion.Agent construction system is a new way of implementation and management of government invested project construction in recent years.It has clear subject of project responsibility,scientific management system,separation of management and construction,and follows the principle of professional management.It can reduce the situation of investment,construction,management and use of cross and miscellaneous,and improve management efficiency.Therefore,the agent system has been widely concerned by all walks of life since it was launched.However,there are some problems in the agent construction system,such as asymmetric information,lack of supervision on the agent construction units,and imperfect incentive mechanism.Based on the collection and research of a large number of domestic and foreign documents related to multi project management,this paper adopts the method of literature research,comparative analysis and theoretical analysis to study the agent construction system,and takes various modes,theories,incentive mechanisms and interest game theoretical models of the agent construction system as the research entry point.First of all,the meaning and mode of agent construction system are described,and the relationship and effect of various theories such as project management theory,agent construction theory and evolutionary game theory are analyzed.Then,in the project invested by the government,the game model of the interest of the project actors is constructed,and the influence of various variables on the agent construction project is analyzed.Finally,by studying the characteristics and existing problems of internal and external incentive mechanism,it is pointed out that a good incentive mechanism should be an organic combination of internal and external incentive mechanism.Taking the GZ project as an example,this paper analyzes the three main interests of the owner,the agent and the contractor,and analyzes them with the game model.The GZ project adopts the preventive mechanism for the possible violations of the agent,and discusses the incentive mechanism of the GZ project,and puts forward the improvement measures for the problems of the internal incentive mechanism.The application of agent construction system in this paper has a strong theoretical and practical significance.It can provide experience for improving the management of agent construction system of government invested projects,and provide a reference for the government to implement agent construction system.
