Research On The Development Path Of Subversive Innovation Of Marine Economy In Zhanjiang City

The development and utilization of marine resources has become the strategic focus of contemporary human society to acquire new energy,new resources and new space.As people's understanding of the ocean gradually deepens,governments around the world are aware of the importance of ocean development to a country.Safeguarding national maritime rights and interests,increasing marine wealth,protecting the marine environment,ensuring maritime security,and promoting the development of marine science and technology have become the common goal of the development of marine countries.The report of the 18 th National Congress of the Communist Party of China put forward the strategy of "building a maritime power".The development of marine economy has been put on the national strategic level and has become a powerful engine for stimulating the development of the national economy.The Third Plenary Session of the 18 th CPC Central Committee clearly proposed to promote the 21 st Century Maritime Silk Road.Construction,forming a new pattern of all-round opening,the party's 19 th National Congress further pointed out that China's economy has shifted from a high-speed growth stage to a high-quality development stage,and is in the process of transforming the development mode,optimizing the economic structure,transforming the growth momentum,and building modernization.The economic system is an urgent requirement to cross the border and a strategic goal for China's development.This provides a clear direction for deepening international maritime cooperation,promoting the upgrading of the marine industry,and achieving high-quality development of the marine economy.Therefore,in-depth study of environmental assessment,technology selection,policy cultivation and resource sharing in the process of marine economic innovation and development in Zhanjiang City will effectively promote the subversive innovation and development of Zhanjiang's marine economy and enhance the autonomy of Zhanjiang City in thedevelopment of marine economy.Innovation advantages,sustainable development advantages,and environmental protection advantages have important guiding significance.The strategic niche management theory mainly studies how to evaluate the new development trends,new technologies and new industries,the mid-term cultivation protection,and the late incubation and promotion,and finally become a stable development trend,technology and industry.Based on this,the article introduces the strategic niche management theory into the research field of marine economic innovation and development in Zhanjiang City,and analyzes related theories and empirical methods such as subversive innovation and sustainable development,which is in line with the requirements of Guangdong Province for coastal cities to implement the state.The realistic needs of the “ Ocean Powers ” and “ Innovation-Driven Development Strategy ” have provided Zhanjiang City with the role of scientific pioneers in the development of the path of development as a pioneering and development leader in the national marine economic innovation model city.The article focuses on the logical framework of“What is the meaning–The basis of reality–How to build–The practical application”to carry out an in-depth study of the subversive innovation development model of marine economy in Zhanjiang.Firstly,the related concepts and theories are explained,and combined with the reality of the development of marine economy in Zhanjiang City,the economic foundation,development conditions and constraints of Zhanjiang City to further promote the subversive innovation of marine economy are discussed,and the subsequent development path evolution model is constructed.Case empirical research provides a realistic basis.Secondly,based on the strategic niche management theory,the evolution model of the subversive innovation development path of marine economy in Zhanjiang City is constructed,and“A development path–Two operational platforms–Three The operation mode ”clears the internal operation law of the development path evolution;again,the article uses Set Pair Analysis and the invention problem solving theory two empirical analysis methods to subvert the innovation of marine economy in Zhanjiang City.The health of the development model and theindependent innovation enterprises in Zhanjiang City are quantitatively studied.Finally,based on the evolution model of the development path,the policy recommendations for risk aversion in the process of subversive innovation of marine economy in Zhanjiang City are proposed.
