Research On Influencing Factors Of Harmonious Development Of Resources?environment And Economy In Ethnic Minority Areas

Since China's adoption of the reform and opening-up policy over the past four decades,China's has become the second largest economy in the world.However,the skyrocketing economic growth has been achieved at the sacrifice of ecological environment damage and resource exhaustion.The Chinese government has realized the prominent contradiction between environment and economic development.From the inclusion of ecological civilization by the 18~thh National Congress of the Communist Party of China in the"five-in-one"construction in 2012 to the proposal of"high-quality economic development"by the 19~thh National Congress of the Communist Party of China in 2017,all this has reflected the Chinese government's great importance attached to coordinated development among resources,environment and economy.The report of the 19~thh National Congress of the Communist Party of China even puts forward the"regional coordinated development strategy",requiring coordination between resource utilization and ecological environment to meet the goal of"high-quality economic"development,which embodies the development concept of"clear water and green mountains are as good as mountains of silver and gold".Through a thorough literature review of research findings both at home and abroad,it is observed that most research into sustainable and coordinated development has focused on developed areas of China,and that little attention has been paid to coordinated development of resources,environment and economy in the underdeveloped western regions of China.In particular,most of the minority areas are located at special areas.Due to their special geographical location and vulnerable ecological environment,sustainable development of China's minority areas is indispensable to coordinated development of resources,environment and economy in China.Therefore,it is necessary to study the coordinated development of resources,environment and economy in ethnic areas from the perspective of theory and practice.Based on the sustainable development theory,circular economy theory,green development theory and harmonious development theory,this paper adopts the underdeveloped minority areas in China as the research object.And combining theoretical and empirical analysis,to study the coordinated development and driving force of resources,environment and economy in minority areas.To start with,the development status of resources,environment and economy in minority areas from2004 to 2016 is analyzed,and problems existing in development of resources,environment and economy of these areas are pointed out:(1)Minority areas are enjoying rapid economic development,but their overall development is at a low level and their industrial structure has not yet been advanced.(2)The finiteness of the resource reserve has limited the traditional economic development model.(3)There is still huge room for investment in environmental protection,and the contradiction between ecological environment and economic development has been prominent.Then,according to the above problems,a comprehensive index system is built to evaluate the resource,environment and economic systems of minority areas comprehensively,and the comprehensive development level evaluation model and coupling coordination model are used to evaluate the coordinated development status of resources,environment and economy in minority areas.The grey correlation and the GM(1,N)model are used to identify relevant factors influencing coordinated development of resources,environment and economy in minority areas from the perspective of various subsystems and internal indexes.Empirical research comes to the following conclusions:(1)In terms of time series evaluation,comprehensive development level of resources,environment and economy has experienced three stages,from"backward economic development stage"to"backward resource development stage"and to"leading economic development stage",and the comprehensive economic development level has seen a significant improvement,from backward development to leading development.The utilization of resources in the minority areas is still at a low level.There are no obvious overall changes of the comprehensive environmental development level.The coupling development level among resource,environmental and economic systems is still high and stable,all of which has reached the high-level coupling stage.The coupling coordination degree of the three systems has experienced three stages,namely"on the verge of losing coordination"?"preliminary coordination"?"medium coordination",and the coordinated development trend is good.(2)In terms of regional differences,there have been narrowing regional differences of the comprehensive development level,coupling level and coupling coordination level in minority areas,but regional differences are on the whole huge at the current stage.The coupling development stage of most minority areas has been ushered into the high-level coupling stage,and repeated fluctuations of coupling just exist in some areas.The coupling coordination varies significantly among different areas,and the regional coordination interlinked development mechanism has not yet been mature.(3)As to influencing factors,the resource,environment and economic subsystems and their internal indexes demonstrate different degrees of influence in minority areas.The driving force of subsystems'comprehensive level is mainly reflected as a strong positive driving force of the resource subsystem and the environment subsystem on coupling coordinated development.Regarding internal indexes of various subsystems,indexes closely linked with coupling coordination are different in various minority areas.Finally,according to the above research findings,the following policy suggestions are put forward to realize coordinated development of resources,environment and economy in minority areas.Taken minority areas as a whole,the author thinks that efforts can be made in the following aspects:(1)Improving the resource utilization rate to drive coordinated development of these subsystems in minority areas.(2)Realizing complementation of resource advantages,promoting flow of elements,and building a regional coordinated development interlinking mechanism.(3)Increasing environmental protection input and establishing the concept of coordinated development.On the other hand,according to the characteristics of different provinces and regions in minority areas,it is appropriate to adapt to local conditions,and to provide corresponding countermeasures and suggestions for areas with better coordination and provinces with poor coordination.
