Abstract/Summary:
This thesis argues that Information and Communication Technology [ICT] plays the role of a vital enabler in post-Rwanda transformation of humanitarianism [1994-till present]. It enables humanitarian organizations achieve accountability, transparency and interoperability. The architecture of participation inherent in ICT can introduce Network Centric Operations, 360 degree accountability and increased interoperability in humanitarian organizations. In the process, ICT can transform humanitarianism from top-down charity handouts to partnership with beneficiaries and other stakeholders. The empirical evidence for this thesis is drawn from a comparative study of Catholic Relief Services and CARE, both of which have adopted ICT in their post-Rwanda transformation.
