Research On The Mechanism Of Constructing Ecological Industry System In Gansu Province

The report of the 19 th CPC National Congress emphasizes green development,protecting the ecological environment,and achieving harmonious coexistence between man and nature.In the less developed regions,there are problems such as extensive economic development methods,inadequate environmental governance,and irrational industrial structures.It is imperative to promote the optimization and upgrading of the industrial structure.In August 2019,General Secretary Xi Jinping pointed out during his inspection in Gansu Province,"Gansu Province must proceed from the actual situation.The primary goal is to adhere to green sustainable development,protect the ecological environment,give play to comparative advantages,focus on resource endowment,and build a western ecological security barrier.".The development of ecological industry is an inevitable choice to achieve the concentration of production factors,improve the basic capacity of the industry,improve the industrial chain,and improve the ecological environment.Based on the above background,first of all,on the basis of summarizing domestic and foreign literature research and related industry theories,this paper concludes that most of the existing research is quantitative research,and there are few qualitative researches,especially the lack of research related to the construction mechanism of ecological industrial system;The three aspects of connotation,development model and development concept analyze the difference between ecological industry and traditional industry.Secondly,based on the analysis of the evolution of Gansu's industrial structure,it further discusses the advantages of transportation,resource endowment,and policy guarantee for the development of ecological industrial system in Gansu Province.It also faces a single industrial structure,an imperfect social public service system,and a fragile ecological environment.Insufficient,to provide a basis for selection of ecological industry development.Thirdly,the construction mechanism of the ecological industrial systemis analyzed from three aspects: the relationship between the ecological industrial system and each industry,the relationship between different industrial levels,and the relationship between various industries in the same level;Different roles are played in the economic system,the basic ecological industry plays the role of producer,the traditional ecological industry plays the role of decomposer,and the pillars and emerging ecological industries play the role of consumers and producers.Finally,according to the actual situation of Gansu Province,from the overall perspective,the evaluation index system is used to measure and measure the operating efficiency of the ecological industrial system.Taking the cultural tourism industry as the starting point,the indicators are empowered,and it is concluded that the development of ecological industries can increase GDP levels,promote social progress,and improve the ecological environment.Although the overall evaluation index of economy,society and ecology is on the rise,it also faces problems such as insufficient coordinated development and poor linkage effect between ecological industries.In view of the problems faced by the development of the ecological industrial system,suggestions are made to optimize the structure of the ecological industrial system,optimize the business environment,and improve the ecological environment.
