Research On The Construction And Developmen Of Industrial Parks Based On Industry Ecosystem

With the accelerating of the process of industrialization, global climate is changing, the contradiction between economic development and constraints of resource and environment has become increasingly prominent, how to resolve this contradiction has already become a major subject that being payed great attention by governments and the academic circles. Dennis L. Meadows, a member of the Club of Rome, applied system dynamics method to put forward the "zero growth" solution, but it is unacceptable to the developing countries; Gro Harlem Brundtland, Norway's Prime Minister, drafted the" Our Common Future" report, on behalf of the UN Environment and Development Committee, putting forward new concepts of sustainable development, emphasizing the inseparable relationship between economic development and environmental protection, but in reality, there is no technology can achieve satisfactory to both sides, how to achieve development with the constraints of resource and environment remains an open problem. Frosch and Gallopoulos proposed the concept of industrial ecosystem and established industrial ecology, offering a new thinking to solve the economic development and the contradiction between resources and environment. However, the domestic industrial ecology researchers put too much attention on "ecological", they promote that China's economic development can't ignore the increasing deterioration of environment, we must pay attention to" ecological" and " environmental protection". This is clearly not in line with China's national conditions, China is a developing country, economic strength hasn't reached the level that governing environment at the cost of economic interests, development is still China's first priority. Industrial park construction is an important measure to foster regional economic growth point and achieve the agglomeration economies. However, most of our economic-technological development zones, high-tech zones are government-dominated, although they can achieve the concentration of enterprises, few can achieve agglomeration effects, no less then formating industrial ecology to improve ecological benefits. Therefore, it is of great theoretical and practical significance to research industrial park construction and development from the perspective of industrial ecological system.In this thesis, we comprehensively use the theories and methods of industrial economics, regional economics, econometrics, industrial ecology, to research the construction and development of industrial park from the perspective of industrial ecological system. The full thesis has7chapters. Chapter One is an introduction; Chapter Two is the theoretical basis, carding theories,such as the externality theory of industrial agglomeration, internet economy theory, industrial symbiotic theory, industrial ecological system theory, which we will research in the thesis; In Chapter Three, we reconstruct the industrial ecological system of the industrial park, construct an optimization model of industry ecosystem. In the fourth chapter, we construct an evaluation index system of the construction of industrial park based on the industrial ecological system, and then apply the principal component analysis method to give an empirical evaluation. In the fifth chapter, we empirically analyze the industrial agglomeration effects and industrial ecological benefits of Xiang He Industrial Park on the basis of the statistical analysis of the questionnaires, point out the deficiencies and put forward construction conceptions; In the sixth chapter, we construct an government and enterprise cooperation mode on the basis of analyzing the advantages and disadvantages of the government dominant mode in the construction of the industrial park, at the same time, summary the experience of government and enterprise cooperation mode of Xiang He Industry Park. The seventh chapter is the summary and prospect of the full text. This article achieves innovative progresses in the following three aspects:(1) Construct evaluation index system of industrial park construction based on industrial ecological system. The system is made of four first grade indexes and21secondary level indicators. The four first grade indexes are economic performance, resource consumption, environmental inputs, industrial ecology (industry associations, industrial symbiosis).This evaluation system doesn't only reflect the industrial ecological system construction target, that is to achieve economic benefit and ecological benefit, but also reflect the industrial ecological system optimal path to achieve economic benefit and ecological benefit win-win through industry associations and industrial symbiosis. The evaluation system is of great guiding significance to the construction of industrial zone.(2) Construct industrial ecological system optimization mode off industrial park. The goal to reconstruction industrial ecosystem is to realize the economic benefit and ecological benefit of industrial park, within the industrial park, by optimizing the cycle of matter and energy flow among enterprises, ensuring economic growth without increasing the consumption of resources and environmental pollution, increasing economic efficiency without reducing the environmental benefit. The quality of industrial ecosystem optimization is economic growth, resource conservation and environmental protection in industrial park; The power factors of industrial ecosystem optimization are ecological innovation, The restriction of resource and environment, regional industrial competitiveness.(3) Construct the government and enterprise cooperation mode of industrial ecosystem development in the industrial park. Construction of industrial park in China is basically dominated by the government. Government-dominated model have their advantages, but there are also defects, government and enterprise cooperation mode emphasizes the principle that "market oriented, enterprise as the main body, government guidance and mutual benefit and win-win", which has not only played a guiding role of the government, but also overcome the defect of the government-dominated mode, it is liable to achieve the win-win situation between government and enterprise,economic benefit and ecological benefit.
