Study On The Supervision Of Small Workshops Of Food Producing And Processing In Ningde

The issue of food safety is not only related to the vital interests of the people in our country,but also to social stability and development.With the expansion of food demand,food safety has become a hot issue in society.Mr.Xi Jinping mentioned in the 19~thh National Congress of the Communist Party of China that the implementation of safety strategies can let the people to be at ease with what they eat.During the process of food production,the safety problem occurs frequently.In the food production area,the small workshop of food producing and processing is conspicuously problematic.Therefore,the scientific management of these small workshops is necessary for food safety supervision.The Public Management theories,which are adopted in this paper,are Asymmetric Information Theory,Government Regulation Theory,Cooperative Governance Theory.The methods of literature analysis and practical research are used to summarize the domestic and foreign scholars'research on food producing and processing small workshops,and to explore the situation and the supervision status of the food producing and processing small workshops in Ningde.Secondly,basing on the reform of the food safety regulatory system in recent Ningde,by the way of theoretical analysis and interviews,the problems of Ningde's small workshops regulation can be found,such as the lack of supervision,the diminishing awareness of responsibilities among the supervised individuals,the low efficiency of supervision,and the low participate of social supervisory authority.The causes of these problems will be analyzed from the perspective of regulatory subject,object,system and media.Finally,basing on the advanced experience of small workshops in Ningbo,Fuyang,Wuhan and other regions,the author tries to come up with the way of optimizing the supervision pattern and improving the supervision system.The situation will be improved by increasing investing resources and supervision,strengthening the self-discipline of small workshops,and solving problems cooperatively.Those measures will be beneficial for improving the supervision issue of small workshops in food producing and processing in Ningde.
