In 1999,China officially entered the aging society,which is in the stage of rapid development.China is a country with the largest elderly population and a high degree of population aging.Population aging has become a basic national condition of China.With the development of science and technology,especially medical science and technology,Compared with the past,the national life expectancy is longer,the elderly are healthier,more open-minded,more yearning for a better life.Affected by various factors,the scope of activities of the elderly is wider,and the acceptance and recognition of new things are also increasing.Therefore,we need to pay attention to the travel needs of the elderly.The low-speed electric vehicles of the "elderly walkers" have its unique advantages and are favored by the elderly or special groups.The society should pay attention to and think about the inevitability of the "elderly walkers" low-speed electric vehicles and the unfairness of the right of way of the vulnerable groups revealed behind them,and conduct in-depth research in order to improve the travel conditions of the elderly and special groups and promote the elderly Harmonious development of aging society.First of all,based on the perspective of collaborative governance theory,on the spot investigation of the current management status of the low-speed electric vehicles of the "elderly walkers" by Lanzhou municipal government departments.Secondly,it uses literature research,case analysis,interview and other research methods to analyze the current situation of the management of low-speed electric vehicles such as "elderly walkers" and the results of the interview.Secondly,based on the perspective of collaborative governance theory,this paper analyzes the existing problems among various government departments,between the government and enterprises,between the government and social organizations and groups in the management process of such electric vehicles Predicament and reason analysis.Finally,based on the perspective of collaborative governance theory,this paper puts forward some suggestions for the management mode of electric vehicles of the type of "elderly walking car" : put forward to take the government as the leading role,cooperate with all relevant functional departments within the government to correctly perform their duties,mobilize the active participation of all governance subjects,improve laws and regulations,clearly define legal attributes,formulate and improve production technology standards,establish industry access system,and strengthen the government The relevant functional departments of the Ministry cooperate with each other,optimize the power and responsibility allocation mechanism of collaborative governance,and establish the mechanism of government enterprise collaborative governance.Through the research on the management dilemma and Countermeasures of the low-speed electric vehicles of the "elderly walking car" type based on the theory of collaborative governance,not only to solve the existing traffic safety and production safety hazards to a certain extent,but also to provide practical guidance for the travel difficulties of the elderly or the disabled.
