Study On The Governance Of The Elderly In The Rural Areas Of Yuexi County

China is a big agricultural producer.Even in today's urbanization and modernization,there are still more than half of the farmers.Poverty alleviation and governance for peasant groups is not only related to national political stability,social stability and regional development,but also to the promotion of global poverty alleviation.Nowadays,China has entered the stage of precise poverty alleviation in an all-round way,accelerating the development of population aging and increasing the elderly population in rural areas.However,the governance of poverty alleviation for this group is relatively lagging behind,so it is of great practical significance to study the governance of poverty alleviation for this group.In the current period when the local government gradually takes off the poverty cap,how to carry out the work of returning to poverty for the elderly has become a new direction of precise poverty alleviation in some areas.In view of this,the study takes Yuexi County,Anhui Province,which has just taken off its poverty cap,as an example,to carry out a systematic study on the governance of rural poverty for the elderly in this county.The research mainly focuses on three aspects.First,the reasons for the return of the rural elderly poor groups to poverty in Yuexi County.By using the methods of field tracking and interviews,the following main causes were found:returning to poverty due to illness,declining labor force,returning to poverty due to events(participation in folk usury,gambling,etc.and returning to poverty due to family factors(high expenditure on children's weddings and intergenerational support,etc.).Secondly,through the investigation of the current situation of the governance of returning to poverty in rural areas of Yuexi County,the following prominent problems are found:the governance system that conforms to local characteristics has not been constructed;the social undertaking,the rural old-age pension system,the medical insurance system and other systems are not perfect enough to give full play to the security function;the lack of effective governance mechanisms and the single and extensive governance model,failing to" adapt to local conditions"."The scientific concept of returning to poverty should be put into practice.On the third hand,aiming at enhancing the well-being of the rural elderly population in Yuexi County and improving the governance of rural elderly poverty,this paper puts forward the countermeasures and suggestions for improving the governance of rural elderly poverty groups in Yuexi County,namely,firstly,taking meeting the demands of rural elderly poverty groups as the guidance,preventing the rural elderly poverty groups from returning to poverty as the core,and aiming at improving the welfare of the groups.Establishing a governance system with local characteristics for returning to poverty;secondly,improving the security system of returning to poverty for the elderly in rural areas through improving the rural underprivileged social welfare system,rural basic old-age pension system,medical insurance system and relief system;thirdly,through building a multi-subject co-participation mechanism,improving governance and supervision mechanism and strengthening talent In terms of team building,we should set up a mechanism to deal with the problem of returning to poverty for the elderly in rural areas to meet the actual needs of work.Fourthly,we put forward suggestions for classified implementation based on the findings of the survey,such as returning to poverty due to illness,insufficient labor force,returning to poverty due to events,and returning to poverty due to family factors.It is hoped that this study can provide guidance and reference for the improvement of rural poverty control in Yuexi County and similar areas.
