Since the "Twelfth Five-Year Plan", our country increased the emphasis on the new energy to accelerate the development of it. The industry of Electric vehicle was an important part of the new energy and people pay more attentions on it in recent years. As a representative of a emerging industry, it is not easy to be popular among customers. Although it can be instead electric of oil, reduce emissions significantly and play an important role in the development of environment and energy, its high price and its attack to the grid after use in large-scale will be the mainly obstacle to spread it. Therefore, it has a great significance to have a reasonable incentives, good service system and a perfect basic services for customers in the promotion stage.In this paper, considering the rapid promotion of the electric cars and the spatial part of it that need to stay long time compared with conventional cars. Using a reporting mechanism to guide the actions of the user and then give a appropriate subsidies within a certain range which refer to the user's wage level. At the same time, we take the role electric vehicle play in environmental protect into account and pay some environmental compensation. Study the different between give subsidies and no subsidies for users and provide a reference for reasonable selection of charging station.When the electric vehicles scale reaches a certain level, we proposed a fast and a slow charge service mechanism to meet the behavior of customers after considering the construction of charging stations and service measures. We choose the best location and scale of charging station which take the traffic conditions and distribution network constraints into account. In order to communicate the maximize profit and the minimize social costs, we established a mathematical model, and then we get the best match of the proportion of fast-slow charging facilities. Finally, we finish the locating and sizing of charging stations.For the development of ChengDu electric vehicle industry in recent years and to determine the direction of electric vehicles development after " Twelfth Five-Year plan ", we have written a research reports about it. Among the reports, we regard ShiYang charging station which is the first electric vehicle charging station in ChengDu as our object to recognize the current status. We research the key link of the construction of charging station-- Network construction, principle?factors? location? size and costs included. We made some recommendations for the development of electric vehicles which combined with the research based on the report.
