Food is the most important thing for people.China is a country with a large population and a large food production and consumption.With the continuous improvement of people's living standards,food consumption has been constantly improved,and food safety problems have become increasingly prominent.Small food workshops,small catering and street vendors are an important part of food consumption.However,due to their own characteristics of large quantity,wide distribution,hidden production and high mobility,they face many problems in their supervision,resulting in many hidden dangers in food safety.Therefore,it is urgent to study how to solve the problems existing in the food safety supervision of small food workshops,small catering and street vendors and improve the efficiency of supervision to promote the continuous improvement of social governance level and safeguard the vital interests of the people.This paper studies the safety supervision of small workshops and food vendors in shaanxi province,using interview method,questionnaire survey,literature analysis method,such as "three small" food safety regulation in Shaanxi province of the status of the investigation research,the study found that in Shaanxi Province "three small" of food safety has the prominent question.The government in the "three small" food safety supervision in the following aspects of problems: policy lack of continuity and perfection;The strength of regulatory bodies is weak;Supervision is heavy on punishment after the event but light on management before the event;Investigation and evidence collection are difficult in supervision;The quality of "three small" online takeaway food is not guaranteed.The reasons for these problems lie in the following reasons: The modernization and high efficiency degree of laws and regulations are not enough;The government does not pay enough attention to the construction of supervisory team;The supervision concept of supervisors is relatively backward;Regulation lacks the help of third parties;Lack of innovative mechanisms to regulate new business forms.To solve these problems,the relevant countries and regions at home and abroad for reference,on the basis of successful experience in the food safety government regulation,government regulation theory,new public management theory,put forward the perfect in Shaanxi province "three small" food safety regulatory countermeasures and Suggestions: to grasp the opportunity to speed up the reform and revising laws and regulations;The government increased input in food safety supervision;To improve the level of "three small" food safety preventive management;Give full play to the elements of market supervision;Use of information and the credit system to strengthen the "three small" new forms of regulation,etc.
